SCOPE OF WORK – ADMIN & LOGISTICS OFFICER

 

Project Background

As part of the post 2022 floods recovery in Sindh, Sindh People’s Housing for Flood Affectees (SPHF), is leading a resilient housing reconstruction program for about 2.1 million households.

 

To support this effort SPHF in collaboration with SHRRP is undertaking a settlement plan in flood affected districts. This process is crucial for setting up, upgrading, and sustaining essential community infrastructures to improve access to basic public services.

 

As an Admin and Logistics Officer, you will play a pivotal role in conducting this short-term assignment, contributing to the success of this critical initiative.

 

Objective and Responsibilities

The Admin and Logistics Officer will coordinate the implementation of all day-to-day logistics activities to ensure all implementation activities and related operations have the goods and services, particularly vehicles needed when they need them in support of high-quality programs serving the poor and vulnerable. S/he will coordinate commodity and logistics needs and challenges and the implementation of solutions, as apply the principles of stewardship, integrity, transparency, and accountability. 

 

Below are the main tasks for this consultancy:

 

  • Ensure efficient movement and coordination of the survey team, including transport logistics, by closely collaborating with relevant staff and local implementing partners.
  • Provide the necessary stationery and materials to the survey team, ensuring that all resources are readily available for their tasks.
  • Oversee the planning and arrangement of accommodations for supervisory and monitoring staff visiting specific sites, coordinating with local partners as needed.
  • Facilitate daily debriefing sessions by coordinating with local implementing partners to secure appropriate meeting spaces for the survey teams.
  • Manage the provision of additional resources required by the team, ensuring timely and adequate support throughout the survey operations.
  • Maintain updated records of all logistics and administrative activities related to the survey team’s movements and resource allocation.
  • Liaise with local stakeholders, such as service providers, to ensure the smooth execution of administrative tasks and keep all necessary authorizations and documents up to date.
  • Coordinate travel and logistics support for staff and visitors, including organizing event planning activities like workshops and delegation visits.

 

Deliverables

  • Provide the survey team with all required stationery and materials within 24 hours of request, ensuring uninterrupted field operations.
  • Maintain an updated log of all logistical activities, including transportation schedules, accommodation details, and resource allocation, with weekly status reports submitted to management.
  • Coordinate and confirm all travel and logistics arrangements for staff and visitors at least 72 hours before their scheduled departure, with feedback collected post-visit to ensure service quality.
  • Logistical plans submitted one week prior to each event, and post-event reports completed within 48 hours.

Reporting relationships

The Admin and Logistics Officer will report directly to Cluster Manager. They will collaborate closely with other relevant field staff and local implementing partners to ensure the efficient execution of logistical and administrative tasks. Transport to and from the field will be provided by the organization during assignments.

 

Required Competencies, Experience and Qualification

Preferred Qualifications 

  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio). Experience with commodity tracking systems is a plus.

 

Education

  • Bachelor’s Degree preferred. Professional certifications(s) in supply chain or equivalent field strongly preferred.
  • Minimum of 2 years work experience in supply chain, logistics, procurement management, preferably with an international organization.
  • Knowledge of political dynamics along the chain, infrastructure, market knowledge, as well as related laws and regulations.
