Job Summary:
The Project Manager is responsible for leading the overall implementation of the SAFER project in close collaboration with the Program Manager, ensuring activities are completed on time, within the approved budget, and according to DONOR, GSF, donor, and project quality standards. The role will provide overall coordination and supervision of the project team and will lead coordination with government departments, communities, Donor, and other stakeholders. The Project Manager will guide implementation of Community-Led Disaster Risk Management (CLDRM), disaster preparedness, early warning, anticipatory action, risk-informed planning, simulation exercises, and community readiness activities to achieve the project objectives and agreed results.

Key Responsibilities:
- Lead and coordinate the overall implementation of the SAFER project in line with the approved project proposal, detailed implementation plan, budget, donor requirements, and GSF policies and procedures.
- Prepare, review, and regularly update project work plans, activity schedules, implementation priorities, and field plans in coordination with the Program Manager and project team.
- Ensure project activities are implemented on time, within approved budget, and according to required technical and quality standards.
- Provide day-to-day leadership, supervision, and technical guidance to project staff and ensure clear roles, responsibilities, and work priorities.
- Maintain regular communication with the Program Manager, DONOR, GSF management, project team, government authorities, and other relevant stakeholders regarding project progress, challenges, risks, and required actions.
- Lead coordination with DDMA Sukkur, PDMA Sindh, Union Councils, relevant line departments, local authorities, and other disaster management stakeholders to strengthen preparedness, coordination, and anticipatory action systems.
- Lead the review and updating of district preparedness, contingency, and disaster management plans with relevant government stakeholders and ensure that community risk information is considered in the planning process.
- Oversee Community-Led Disaster Risk Management (CLDRM) assessments, including participatory hazard, vulnerability and capacity analysis, and ensure development or updating of community preparedness and action plans.
- Ensure establishment or strengthening of community disaster management committees, volunteer groups, and community focal persons through existing community structures.
- Oversee training and capacity building of government stakeholders, community volunteers, focal persons, and local actors on disaster preparedness, disaster risk reduction, early warning, and anticipatory action.
- Lead the strengthening of community early warning and communication systems and ensure clear links between community-level information, Union Councils, DDMA, and relevant government structures.
- Coordinate and oversee district, community, and stakeholder simulation/readiness exercises to test preparedness, coordination, decision-making, early warning, and anticipatory action procedures.
- Lead the development and strengthening of trigger-based anticipatory action protocols linked with hazard monitoring, early warning systems, agreed thresholds, and existing government and humanitarian mechanisms.
- Oversee vulnerability profiling and pre-registration of vulnerable households using agreed vulnerability and targeting criteria for potential anticipatory action support.
- Coordinate readiness arrangements for anticipatory cash transfer and other agreed early action measures, where applicable, and ensure that operational procedures are tested and documented.
- Ensure project activities are aligned with approved targets and indicators and work closely with the MEAL team to review monitoring data, identify gaps, and take corrective actions to improve project performance.
- Review project progress against the implementation plan, results framework, indicators, and budget, and promptly identify delays, risks, implementation gaps, and resource requirements.
- Ensure timely preparation and submission of project progress reports, donor reports, activity reports, financial follow-up information, and other required project documents in coordination with relevant GSF staff.
- Ensure complete and proper project documentation, including plans, meeting records, training records, attendance sheets, assessments, community action plans, photographs, monitoring records, simulation reports, and other supporting documents.
- Coordinate with finance, procurement, administration, logistics, and MEAL teams to ensure timely support for project activities and proper use and tracking of project resources.
- Conduct regular field visits and supervision of project activities to assess quality, verify progress, engage with communities and stakeholders, and provide guidance to field staff.
- Ensure meaningful participation of women, persons with disabilities, older persons, and other vulnerable and marginalized groups in project planning and implementation in line with the project's gender, inclusion, and protection commitments.
- Ensure that project staff follow DONOR and GSF safeguarding, PSEAH, child protection, accountability, and Feedback and Complaints Response Mechanism (FCRM) requirements in all project activities.
- Ensure community feedback, concerns, complaints, and safeguarding issues are properly received, documented, referred, and followed up through approved mechanisms.
- Lead documentation of lessons learned, good practices, after-action reviews, simulation findings, and operational learning, and support development of learning and knowledge-sharing products.
- Support sustainability and replication planning by documenting project learning and strengthening links between communities, local government, disaster management authorities, and existing systems.
- Represent GSF in relevant project coordination meetings, workshops, government forums, and stakeholder events as assigned by the Program Manager/Management.
- Perform additional duties as assigned by the Program Manager/Management to support effective project delivery.
Basic Qualifications:
Bachelor’s degree in a relevant field such as Development Studies, Disaster Management, Sociology, Social Sciences, Environmental Sciences, Economics, or other related field. A relevant Master’s degree will be preferred.
Minimum Experience 5 Years in relevant field, preferably with experience in disaster risk reduction, humanitarian response, community preparedness, anticipatory action, or related projects.
Preferred Skills:
Strong project management, coordination, communication, reporting, and stakeholder engagement skills.
Good understanding of disaster risk reduction, Community-Led Disaster Risk Management (CLDRM), early warning, anticipatory action, preparedness planning, and emergency response.
Good understanding of coordination with government disaster management authorities, Union Councils, communities, and humanitarian stakeholders.
Good MEAL skills and ability to use project monitoring information to track targets, identify gaps, and improve project implementation.
Strong organizational and time management abilities, with the capacity to manage multiple activities, priorities, and deadlines.
Good skills in team leadership, staff supervision, problem solving, documentation, and report writing.
Ability to work collaboratively with diverse stakeholders and maintain professional communication with DONOR, government departments, communities, and partners.
Willingness to travel frequently to field locations and work flexible hours as required for project implementation, preparedness activities, and emergency or anticipatory action requirements.
