HUMAN DEVELOPMENT FOUNDATION PAKISTAN is a non-profit organization registered under section 42 of Companies Act, 2017 of the Government of Pakistan. Using a holistic approach, HDF has been working in 05 programs including Social Capital Development, Education & Literacy, Primary Health Care, Economic Development, and Sustainable Environment to address the needs of the marginalized communities of Pakistan. HDF has been working in 40 districts across Pakistan.

Project: Comprehensive Structural Assessment and Remedial Solutions for Kapoor Mori School Building

Location: Kapoor Mori, Taluka Bulri Shah Karim, District Tando Muhammad Khan, Sindh, Pakistan

1. Background:

The Kapoor Mori School is an older construction serving as an educational facility. Due to the age of the structure, environmental weathering, and potential seismic vulnerability, a complete structural health assessment is required. The objective is to determine its current load-bearing capacity, identify any active material degradation, and ensure compliance with modern life-safety codes.

Importantly, the client intends to hire a qualified consultant who will not only diagnose existing structural faults but will also provide complete, actionable engineering solutions and retrofitting designs to safely extend the building’s service life.

2. Project Background & Objective:

The organization owns a legacy building/facility that is an old-school construction. Over time, the structure has shown visible signs of distress, degradation, and structural compromise.

The primary objective of this consultancy is to hire a qualified Structural Engineering Consultant / Firm to carry out a comprehensive structural health assessment, evaluate the residual strength of the building, and provide detailed, actionable engineering solutions for its rehabilitation, retrofitting, or safe management.

3. Scope of Work (SOW):

The consultant will execute the project in three distinct phases:

  • Visual Assessment,
  • Non-Destructive & Destructive Testing (NDT/DT)
  • Engineering Analysis & Remedial Design.

 

 

 

Phase 1: Preliminary & Visual Inspection:

  • Desktop Review: Review available historical data, original blueprints, architectural/structural drawings (if any), and previous maintenance logs.
  • Condition Survey: Conduct a thorough walk-through to map out structural defects, including structural cracks (shear and flexural), concrete spalling, exposed/corroded rebar, foundation settlement signs, dampness/seepage, and tilting or deflection of members.
  • Defect Mapping: Prepare a comprehensive photographic record and detailed defect drawings marking the exact locations of distress.

Phase 2: Material Testing & Geotechnical Evaluation:

The consultant must perform a customized testing regime to quantify material degradation. The testing program should include, but is not limited to:

  • Non-Destructive Testing (NDT):
    • Schmidt Rebound Hammer Test (to check surface hardness and uniformity).
    • Ultrasonic Pulse Velocity (UPV) Test (to detect internal voids, cracks, and concrete quality).
    • Ferro-scan / Rebar Locator Test (to determine reinforcement detailing, spacing, and concrete cover).
  • Destructive / Semi-Destructive Testing (DT):
    • Core Drilling & Compressive Strength Testing (minimum samples as per ACI/ASTM standards to determine actual concrete strength).
    • Carbonation and Chemical Analysis (to assess depth of carbonation and chloride/sulfate attack causing rebar corrosion).
  • Geotechnical Investigation: If foundation settlement is suspected, the consultant will perform soil exploratory borings, SPT (Standard Penetration Tests), and test pits to evaluate foundation integrity.

Phase 3: Structural Modelling, Analysis & Solution Design

  • As-Built Modeling: Develop a 3D structural model of the existing building using standard engineering software (e.g., SAP2000, ETABS) based on actual measured dimensions and tested material strengths.
  • Capacity Evaluation: Perform demand-to-capacity ratio calculations under static (dead and live loads) and dynamic (seismic/earthquake loads as per building code requirements) conditions.

The structural evaluation and subsequent retrofitting design must strictly adhere to the latest editions of the following international and national codes:

  • Building Code of Pakistan (BCP - SP 2021 / Latest Edition)
  • ACI 562: Code Requirements for Assessment, Repair, and Rehabilitation of Existing Concrete Structures.
  • ASCE 41: Seismic Evaluation and Retrofitting of Existing Buildings.
  • ASTM Standards:For all material and destructive/non-destructive laboratory testing sampling protocols.
    • If retrofitting is viable: Provide detailed engineering designs for retrofitting solutions (e.g., concrete section enlargement/jacketing, carbon fiber reinforced polymer (CFRP) wrapping, steel steel bracing, or foundation underpinning).
    • If structural integrity is beyond repair: Provide a justified recommendation for partial or complete demolition along with safety guidelines.
  • Remedial Action Plan:

The consultant will submit the following reports at different milestones:

4. Consultant Qualification & Eligibility Criteria:

To ensure high-quality engineering inputs, the consulting firm/individual must fulfill the following:

  • Registration: Must be registered with the Pakistan Engineering Council (PEC) as a consulting engineer with a valid license for the current year.
  • Experience: Minimum 8-10 years of demonstrable experience in structural evaluation, seismic assessment, and retrofitting/rehabilitation of old concrete/masonry structures.
  • Expertise: The team must include a Senior Structural Engineer (Master’s degree preferred) and an experienced Geotechnical/Material testing expert.
  • Proven Track Record: Proof of at least 3 successfully completed similar projects (structural health assessment of compromised buildings).

5. Institutional Support & Data Provided by Client:

  • The organization will provide free and unhindered access to all parts of the building facility.
  • Any existing drawings, maps, or reports related to the building will be shared immediately upon award of the contract.

IMPORTANT NOTE FOR BIDDERS (MANDATORY QUALITY COMPLIANCE)

  • Certified Laboratory Testing: All field sampling, destructive testing (including Concrete Core Compressive Strength Tests), chemical analysis, and geotechnical investigations must be performed exclusively through ISO/IEC 17025 accredited or PEC-certified high-tier laboratories (e.g., UET, NUST, or approved equivalent commercial facilities).
  • Prior Approval: The Consultant must submit the credentials and valid accreditation certificates of the selected third-party testing laboratory for the Client’s formal approval before starting any field extraction or lab testing.
  • Equipment Calibration: All non-destructive testing (NDT) equipment used on-site (such as Schmidt Hammer, UPV, Ferro-scanner) must possess valid, verified calibration certificates, which must be appended to the final report.
  • Non-Compliance: Testing results from uncertified, local, or sub-standard facilities will be rejected outright. The Client reserves the right to halt milestone payments, demand re-testing from an approved lab at the Consultant's own expense, or terminate the contract in case of non-compliance.
