Background

The Government of Pakistan, through the Ministry of Climate Change & Environmental Coordination (MoCC&EC), has initiated the development of National WASH Accounts (NWA) to establish a comprehensive framework for tracking financing flows in the Water, Sanitation and Hygiene (WASH) sector. The initiative is being implemented in collaboration with the Pakistan Bureau of Statistics (PBS).

National WASH Accounts will provide a systematic mechanism for measuring and analyzing WASH-related expenditures across public sector institutions, private sector organizations, development partners, households, and other financing entities. The initiative aims to strengthen evidence-based planning, improve financing transparency, support monitoring of Sustainable Development Goal (SDG)-6, identify financing gaps, and facilitate informed policy and investment decisions in the WASH sector.

To effectively coordinate and institutionalize this important national initiative, a dedicated National WASH Accounts Secretariat is being established at the Pakistan Bureau of Statistics (Headquarters), Islamabad with the technical support of WaterAid Pakistan. This position is advertised to provide short term support to the Pakistan Bureau of Statistics in rolling out the first cycle of National WASH Accounts.

Purpose of the Position

Under the overall supervision of the Chief Statistical Officers, the Statistical Officer shall provide technical support for the planning, compilation, validation, analysis, publication, and dissemination of National WASH Accounts.

Key Duties and Responsibilities

The Statistical Officer shall:

• Coordinate collection, compilation, validation and analysis of WASH financing data using existing data sets available with PBS and where required coordinate with relevant stakeholders to collect and compile data from public sector institutions, private sector entities, development partners and other stakeholders.
• In case of any absolute need of new data, develop questionnaires, reporting formats, metadata, coding manuals and statistical templates.
• Compile National WASH Accounts by applying universally agreed TrackFin classifications and methodology.
• Coordinate with ministries, provincial departments, regulatory authorities, utilities and development partners.
• Validate data and ensure completeness, consistency and reliability.
• Identify data gaps and recommend appropriate estimation techniques where required.
• Prepare financing matrices, statistical tables and analytical summaries.
• Analyse WASH financing trends and prepare technical notes.
• Maintain documentation of methodologies, assumptions and metadata.
• Prepare annual National WASH Accounts reports, policy briefs and presentations.
• Provide technical support to the National Steering Committee (NSC) and Technical Working Group (TWG).
• Maintain and periodically update the National WASH Accounts database.
• Apply quality assurance procedures throughout the compilation process.
• Participate in technical meetings, workshops and training programmes.
• Assist in developing operational manuals and standard operating procedures.
• Maintain confidentiality of official data and records.
• Prepare quarterly and annual progress reports.
• Coordinate with other Wings of PBS to ensure consistency with National Accounts.
• Perform any other technical assignment entrusted by the Chief Statistical Officers.

Minimum Qualifications

• Master's Degree (16 years of education) in Statistics, Economics, Econometrics, Mathematics, Public Policy, Development Studies or related discipline.
• Experience in official statistics, National Accounts, surveys or economic statistics shall be preferred.
• Proficiency in Microsoft Office and statistical software such as SPSS, Stata, R or Python.
