The Aga Khan Health Service, Pakistan (AKHS, P) is seeking an experienced Assistant Manager, Legal, Compliance & Safeguarding, reporting to the Head of Human Resources.

Summary of the Role

The incumbent oversees legal, contractual, regulatory, compliance, safeguarding and employee relation functions across AKHS, Pakistan. The role ensures compliance with applicable laws and institutional policies, mitigates legal and compliance risks, safeguards organizational interests, and promotes ethical governance. S/he oversees Safeguarding Programmes and Compliance across AKHS, Pakistan in accordance with institutional policies global safeguarding standards and regulatory requirements to strengthen Safeguarding practices promote a safe and inclusive culture and support institutional accountability.

Key Responsibilities

  • Drafts, review, negotiate, and administer contracts, agreements, memorandum of understanding, and other legal documents.
  • Reviews organizational policies, procedures, and operational practices to ensure compliance with applicable laws and governance requirements.
  • Provides legal advice and compliance support on employment, procurement, contractual, healthcare, and operational matters.
  • Monitors changes in legislation and regulatory compliance requirements and recommend necessary updates to institutional policies.
  • Coordinates litigation, legal disputes, regulatory matters, and engage with external legal counsel.
  • Develops legal strategies and attend court proceedings while providing regular updates to senior management.
  • Coordinates regulatory filings, statutory submissions, licensing requirements, and correspondence with regulatory authorities.
  • Maintains legal records including contracts, litigation files, licenses, compliance registers, and regulatory documentation while ensuring confidentiality.
  • Prepares legal opinions, management reports, compliance updates, and recommendations for informed decision making.
  • Strengthens institutional compliance through implementation of safeguarding, Code of Conduct, disciplinary, violence and aggression, and Zero Tolerance policies.
  • Manages employee relation matters and conducts disciplinary proceedings in accordance with legal requirements and provides legal awareness and compliance training to the relevant staff.
  • Build effective working relationships with legal advisors, regulatory authorities, courts, and external stakeholders.
  • Supports the implementation of the global safeguarding framework across AKHS, Pakistan to strengthen institutional safeguarding practices.
  • Develops multidisciplinary safeguarding initiatives to address safeguarding risks and concerns across AKHS, Pakistan.
  • Coordinates safeguarding training and reporting awareness programs to strengthen staff knowledge and compliance.
  • Reviews safeguarding investigation reports and recommends corrective actions in consultation with the Safeguarding Committee Chair.
  • Promotes a workplace culture that prevents harassment, abuse, exploitation and discrimination.
  • Coordinates safeguarding assessments, risk reviews and compliance monitoring activities to strengthen institutional compliance.
  • Collaborates with staff and Environmental, Social, Health and Safety Officers to integrate safeguarding practices into institutional operations.
  • Maintains safeguarding records and documentation to support effective case management and reporting.
  • Serves as the first point of contact for safeguarding complaints and concerns to facilitate timely response and resolution.
  • Provides safeguarding advice, guidance and technical support to staff, partners and Safeguarding Focal Points.
  • Integrates safeguarding practices into Human Resources processes to strengthen institutional compliance.
  • Coordinates with legal counsel and Global Human Resources to support safeguarding investigations and corrective actions.
  • Communicates safeguarding case outcomes, supports staff induction programs and submits quarterly safeguarding reports to Head Office.

Eligibility Criteria

  • Minimum of a Bachelor’s or equivalent in Law, Legal Studies, Ethics, Risk Management or another relevant field from a recognized institution.
  • Minimum five years of experience in legal affairs, compliance, labour laws, regulatory affairs, contract management or safeguarding preferably in healthcare, development, non-profit, or corporate organizations.
  • Demonstrated experience in drafting and reviewing contracts, providing legal advisory services, and ensuring regulatory compliance.
  • Technical knowledge and understanding of safeguarding and accountability principles and standards in an international context or a professional background in pluralism, inclusion and diversity.
  • Strong knowledge of Pakistani laws, labour laws, corporate governance, and regulatory compliance.
  • Excellent communication, negotiation, analytical, and stakeholder management skills.
  • Strong networking with the legal fraternity and law enforcement agencies.
  • Strong integrity with the ability to manage confidential information.
  • Proficiency in Microsoft Office applications and legal document management systems.
  • Ability to work independently while managing multiple priorities.
  • Willingness to travel, as and when required.
