1. Background
Pakistan is facing interconnected challenges related to climate change, food systems, food security and nutrition. Climate-related shocks, including floods, droughts, heatwaves and erratic rainfall, increasingly affect agricultural production, food supply chains, food affordability, dietary diversity and nutrition outcomes. Addressing these challenges requires coordinated action across sectors and levels of governance.
In response to these challenges, the Global Alliance for Improved Nutrition (GAIN), in collaboration with the Pakistan Food Systems Secretariat (PFSS) and the Pakistan Agricultural Research Council (PARC), conducted a national capacity-building workshop on “Bridging Climate-Resilient Food and Nutrition Systems in Pakistan” under the framework of the Initiative on Climate Action and Nutrition (I-CAN).
The national workshop brought together federal and provincial stakeholders to strengthen understanding of the interlinkages between climate change, food systems, food security and nutrition, and to identify practical pathways for policy coherence, cross-sectoral coordination and implementation of climate-resilient and nutrition-sensitive interventions.
A comprehensive I-CAN Pakistan Participant’s Reference Manual has been developed to support the capacity-building process. The manual is intended to serve as both a pre-reading resource and a post-training reference and is specifically contextualized to Pakistan.
The manual covers the following key areas:
1. Understanding Food Systems and their Transformation;
2. Food Security in a Changing Climate;
3. Nutrition Situation in Pakistan and Climate Impacts;
4. Climate Change and Food Systems;
5. Building Cross-Sectoral Linkages between Food, Climate and Nutrition; 6. The Policy Landscape and I-CAN Integration Framework; and
7. From Policy to Practice and Action Commitments.
The national workshop demonstrated the importance of bringing together stakeholders from different sectors. The stakeholder mapping included Planning and Development Departments, Agriculture Departments, Climate Change Departments, Environmental Protection Agencies, Food Safety Authorities, development partners and academia.
To expand the reach and institutional uptake of I-CAN, GAIN intends to conduct the training at the provincial and district levels. The proposed assignment will initially cover Punjab, Khyber Pakhtunkhwa (KP) and Gilgit Baltistan (GB), with provincial trainings in Lahore, Peshawar and Gilgit, respectively, followed by district-level trainings conducted by trained participants.
2. Purpose
The purpose of this consultancy is to support the institutionalization and scale-up of I-CAN capacity building by:
• Conducting three days high-quality I-CAN capacity-building/Training of-Trainers (ToT) sessions in Punjab, KP and GB in an interactive manner reflecting the varied needs and issues of each geographical area;
• Strengthening the capacity of selected provincial stakeholders to understand and apply the I-CAN framework;
• Enabling trained participants to share the learning with stakeholders at district level; two participants of the ToT can conduct a training jointly – at their own departmental level or including other departments.
• Supporting at least three district-level trainings in each province, resulting in a minimum of 09 district-level trainings across the three provinces;
• Ensuring consistent delivery and quality of the I-CAN content across provincial and district trainings; and
• Documenting the results, learning, challenges and recommendations for future scale-up.
The assignment is therefore intended to establish a training mechanism whereby provincial participants become resource persons/trainers capable of taking the I-CAN agenda forward in their respective districts.

B. Financial Proposal
The financial proposal should provide a detailed cost breakdown, including, where applicable:
• professional fees;
• travel;
• accommodation;
• venue;
• meals/refreshments;
• training materials;
• printing;
• audio-visual equipment;
• logistics;
• communication;
• documentation/photography;
• district-level training costs; and
• applicable taxes.
The financial proposal should be exclusive of applicable taxes.
