  1. BACKGROUND 


BRAND 2.0 (Building Resilience Against Natural Disasters) is a DG ECHO-funded initiative led by CESVI in partnership with Welthungerhilfe (WHH) and local partners to strengthen government-led disaster preparedness, risk-informed decision-making and Anticipatory Action in Sindh. The project focuses on strengthening disaster management systems, improving access to risk information, enhancing preparedness and response capacities, and advancing disaster risk financing and anticipatory action mechanisms.

The project works closely with relevant government authorities, including the Provincial Disaster Management Authority (PDMA) Sindh, District Disaster Management Authorities (DDMAs), government line departments, local stakeholders and humanitarian and development partners.

  1. Purpose of the Position

The DRR Officer will provide technical, coordination and implementation support for DRR and resilience-related interventions under BRAND 2.0.

The position will contribute to strengthening institutional and stakeholder capacities in Disaster Risk Reduction, Disaster Risk Management, Multi-Hazard Vulnerability and Risk Assessment, Anticipatory Action, Early Warning Systems, risk information, contingency planning and preparedness, while supporting effective field implementation, stakeholder coordination, monitoring, documentation and reporting.

The DRR Officer will work closely with the Project Coordinator, project team, consortium partners, government institutions and technical stakeholders to ensure that DRR interventions are technically sound, coordinated, evidence-based and aligned with the objectives of BRAND 2.0.

  1.  Key Responsibilities

The DRR Officer will be responsible for the following:

  • Support the planning, implementation and monitoring of Disaster Risk Reduction (DRR), Disaster Risk Management (DRM) and resilience-building activities under BRAND 2.0, ensuring alignment with approved workplans, project objectives and relevant government policies, plans and mechanisms.

  • Provide technical support for Multi-Hazard Vulnerability and Risk Assessments (MHVRA), including coordination for collection, analysis, validation and documentation of hazard, exposure, vulnerability and capacity information, and support the translation of assessment findings into practical DRR, preparedness and resilience measures.

  • Support the strengthening and use of risk information and Impact-based Decision Support Systems (IDSS) to improve risk-informed planning and decision-making by government institutions and other relevant stakeholders.

  • Support activities related to Early Warning Systems (EWS), weather and climate information and impact-based risk information, including coordination with relevant technical agencies and service providers and facilitating the use of risk information for preparedness and early action.

  • Contribute to Anticipatory Action (AA) activities, including technical consultations, capacity-building initiatives, development and strengthening of AA mechanisms, identification and review of relevant triggers and early actions, and integration of Anticipatory Action with early warning, preparedness and contingency planning.

  • Support disaster preparedness and contingency planning processes at relevant provincial, district and institutional levels. 

  • Support activities related to Disaster Risk Financing (DRF), risk-informed budgeting and planning, including technical inputs to relevant assessments, consultations, advocacy and capacity-building initiatives.

  • Support the design, preparation and delivery of capacity-building activities, including trainings, Training of Trainers (ToTs), workshops, orientations, consultations, simulations and other learning activities for PDMA, DDMAs, government line departments, project partners and other relevant stakeholders.

  • Prepare and/or contribute to training materials, presentations, technical notes, case studies, exercises and other learning materials required for DRR, AA, preparedness and resilience-related capacity-building activities.

  • Maintain effective coordination with PDMA Sindh, DDMAs, government departments, consortium partners, technical agencies, humanitarian and development organizations and other relevant stakeholders, ensuring complementarity of interventions and timely follow-up on agreed actions.

  • Undertake regular field visits to project districts and intervention areas to monitor implementation, provide technical guidance, assess progress, identify challenges and recommend appropriate corrective measures.

  • Support community-based and inclusive DRR approaches, ensuring that local knowledge, community priorities and the needs of vulnerable groups are appropriately considered in relevant risk assessment, preparedness and resilience-building activities.

  • Prepare and maintain quality technical and activity documentation, including activity reports, field visit reports, meeting minutes, training and workshop reports, technical notes, action trackers and other required records.

  • Provide timely technical inputs for monthly, quarterly, interim and annual project reporting, ensuring that progress, achievements, challenges, lessons learned and follow-up actions are properly documented.

  • Maintain appropriate records and databases related to assigned DRR activities, participants, stakeholders, field visits, trainings and other project interventions.

  • Identify technical and operational challenges during implementation and work with the Project Coordinator and relevant team members to develop practical and timely solutions.

  • Any other project/organizational related task assigned by Supervisor.

4. Required Qualifications and Experience

  • Master’s degree in Disaster Risk Management, Social Sciences or another relevant field.

  • A degree in Development Studies, Climate Change, Environmental Sciences, Geography, Public Policy or another closely related discipline may also be considered relevant.

  • Minimum 03 years of relevant professional experience in Disaster Risk Reduction, Disaster Risk Management, disaster preparedness, resilience-building, humanitarian/development programming or related areas.

  • Experience of working with government institutions, particularly PDMA, DDMAs and relevant government departments, is desirable.

  • Experience in facilitating trainings, workshops, consultations and stakeholder meetings is desirable.

    1. Technical Skills and Competencies

          The candidate should demonstrate:

  • Strong knowledge of Disaster Risk Reduction (DRR), Disaster Risk Management (DRM) and resilience-building approaches.

  • Good understanding of Anticipatory Action, Early Warning Systems, risk assessment, contingency planning and preparedness.

  • Experience or understanding of hazard, vulnerability and risk assessment, including multi-hazard and community-based approaches.

  • Ability to facilitate and support trainings, workshops, consultations and stakeholder meetings.

  • Strong skills in report writing, documentation, data collection and analysis and preparation of technical reports.

  • Familiarity with working with government departments, DDMAs, PDMA and humanitarian/development partners.

  • Good understanding of community engagement, participatory approaches and inclusive DRR, including consideration of gender and vulnerable groups.

  • Proficiency in MS Word, Excel and PowerPoint.
