PURPOSE

Health Field Officer 1 (HFO-1) provides administrative and/or secretarial support in implementing the Health & PRP Department activities at the delegation/ sub-delegation level, Islamabad/Peshawar.

Key Responsibilities

  1. The HFO-1 will play a crucial role in managing the day-to-day administration of Health and PRP Departments in arrangements, financial tracking, and administrative support to ensure smooth organizational workflow. The individual will be responsible for coordinating travel and event logistics, including booking accommodation, organizing meetings, and ensuring seamless execution of events. They will also oversee documentation processes.
  2. A key part of this role includes maintaining comprehensive records, files, and official correspondence, ensuring accessibility and organization for future reference.
  3. Furthermore, the position will require overseeing office administration, ensuring that supplies are stocked, equipment is well-maintained, and office budgets are efficiently managed. The role demands close coordination with internal teams to facilitate seamless operations. The Health Field Officer - 1 must demonstrate strong organizational skills, attention to detail, and the ability to handle multiple responsibilities efficiently.

Key Responsibilities

Scope & Impact

  • Participates in financial monitoring of the costs involved in the operations, trainings, and other Health/PRP activities supported.
  • Geographic remit: local/facility to national.

Relationship

  • Internally, interact with health staff (Health field officers, Dep. Health Co, PRP Manager, PRP Team) and when directed, the Head & Deputy Head of Sub Delegation/Office, Protection team, Cooperation team, and non-health staff at the delegation/sub-delegation level, and relevant Programme Coordinators.
  • Externally, interacts with local health authorities, ICRC PRP Partners and international and local stakeholders (International Red Cross and Red Crescent Movement partners, UN, NGOs) in his/her geographic area or field of responsibility.

ACCOUNTABILITIES AND RESPONSIBILITIES (HEALTH – PRP ADMINSTATIVE SUPPORT)

Travel and Event Coordination

  • Arrange travel, accommodation, and meeting logistics for various events and trainings as per ICRC standards (NOC, FTN, event requests, nomination and Intimation letters).
  • Support event planning by coordinating travel, accommodations, and logistics for participants.
  • Facilitate event documentation, including Minutes of Meetings (MOMs) attendance sheets, and Guest Lists (GLs).
  • Support by assisting in formulating the Per Diem and Travel expenses sheets for the FA and prehospital-related training arranged.
  • Support in liaising with the COM in case banners or standees are required for the training activities.

Documentation & Records Management

  • Maintain and update records, files, and official correspondence.
  • Monitor and support the maintenance of the Health/PRP Team-Space by ensuring that all documents are properly organized, regularly updated, and easily accessible. This includes structuring folders, applying consistent naming conventions, managing version control, and ensuring compliance with data management guidelines. He/she ensures consistently update, follow up on, and complete all required documentation such as donation certifications and SR status documents from both Health/PRP and Logistics, and that all finalized documents are properly uploaded to the DTP portal.
  • Supporting the health/PRP team in maintaining up-to-date stakeholders and services mapping documents,

Financial & Logistics Support

  • Support Health FOs comply with financial processes, ensuring proper tracking of budgets and expenses in relation to training.
  • Maintain and update Excel sheets for budget monitoring of Health and PRP activities and administrative office expenses.
  • Compile all required documents (SRs, Donation Certificates, Packing Lists, Goods Receiving Notes, Invoices) in both soft and hard copy formats, and submit them to the relevant Health/PRP Field Offices for financial processing.

Office Administration & Supplies

  • Ensure adequate stock of office supplies and maintain office equipment.
  • Assist with day-to-day office operations, ensuring a well-organized work environment.

Supports to the health team in the emergency response

  • Coordinating together with the Dep. Health Co the responses and the centralizing the collection of information from other team members, and by communicating and coordinating with other key actors (Health authorities, INGO, and other departments) ICRC health response.
  • Liaise with other technical departments in ICRC, to coordinate transversal activities and programs (WatHab, PRP, WeC, Coop, etc.) in close collaboration with other health team members.
  • Actively participates in the construction of the health strategy (operational support).

General Duties

  • Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement.
  • Understands and adheres to the ICRC Code of Conduct.
  • Understands the roles of the components of the International Red Cross and Red Crescent Movement.

  • Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC.
  • May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary.

Other Requirements

  • Minimum 3–5 years of administrative experience in a health, humanitarian, or development organization, with responsibilities in office administration, documentation management, and coordination of meetings and events.
  • Previous experience working with the International Committee of the Red Cross (ICRC) or within the Red Cross/Red Crescent Movement is highly desirable, demonstrating familiarity with humanitarian principles, internal procedures, and operational environments.
  • Proven experience in organizing logistics for trainings, workshops, and meetings, including travel arrangements, accommodation, venue coordination, and preparation of related documentation and reports.
  • Experience in financial and budget monitoring, including tracking expenses, supporting budget follow-up, maintaining financial records, and coordinating with finance teams to ensure compliance with organizational procedures.
  • Experience working with multiple stakeholders, including health authorities, partner organizations, and internal teams, with the ability to support coordination during operational activities or emergency health responses.
  • Bachelor’s degree in business administration, Public Administration, Health Administration, or a related field from a recognized university.
  • Diploma or certification in Administrative Management, Office Management, or Secretarial Studies is an added advantage.
  • Additional training or short courses in health program administration, project management, or humanitarian operations (preferably with organizations such as the International Committee of the Red Cross or similar humanitarian institutions) will be considered a plus.
