About the Job:

The Deputy director Finance will ensure that all financial functions in the PRCS (KPK) office including accounting, payments, banking, payroll, budgeting, financial reporting, grant financial management, audit, internal controls, and compliance are carried out effectively and in a timely manner. The Finance Deputy director will also ensure compliance with donor regulations, PRCS internal policies and procedures, and local government regulations, including income tax, GST, and social security requirements. Additionally, this role will provide financial support to program staff in budget preparation and the analysis of budget reports.

Functions & Responsibilities:

1.Financial Management and Coordination

  • Lead the finance team and oversee the overall financial management of all projects.

  • Ensure full compliance with donor requirements and the organization’s Standard Operating Procedures (SOPs).

  • Ensure that proper financial procedures are followed and maintained at the KPK Office, in collaboration with budget holders and in accordance with the organization’s rules and regulations.

  • Oversee day-to-day accounting functions, including regular cash verification, cash and bank reconciliations, monthly cashbook closures, reconciliation of advances, and the timely submission of financial data.

  • Maintain up-to-date financial trackers for treasury, reporting, and budgeting, and regularly share them with management.

  • Complete monthly accounting and project control files, and lead monthly financial review meetings with relevant staff.

  • Ensure the ERP system is utilized to its full capacity, with financial data regularly updated and reconciled with HR, Supply Chain, and financial reports.

  • Establish and maintain effective collaboration with government regulators, external auditors, banks, and suppliers to obtain specialist knowledge and advice.

2. Reporting and Budgeting

  • Ensure that Finance Deputy director support budget holders in preparing budgets, budget realignments, budget monitoring and provide follow-up where required.

  • Ensure that the reporting calendar is strictly followed and that project reports are prepared well in advance to allow sufficient time for internal review.

  • Ensure that all budgets and reports prepared by the Deputy director Finance comply with the organization’s budgeting and reporting standards and meet donor requirements.

  • Ensure that budgets and reports requiring co-funding are properly aligned with the relevant co-funded projects

3.Treasury and Accounting:

  • Ensure proper treasury planning so that liquidity is appropriately distributed according to operational needs and that no idle funds are accumulated within the organization.

  • Ensure that payments to suppliers and recurrent expenditures are processed in a timely manner and in accordance with the approved authority matrix.

  • Ensure that country SOPs related to cash management and advances are strictly followed, and that any variances are immediately reported to management.

  • Ensure that month-end balances for cash, bank accounts, suppliers, advances, and intercompany accounts are reconciled, and that aging reports are generated and signed off by the Head of Mission as part of the month-end closing process.

4.Audit Coordination:

  • Manage and coordinate with local auditors and oversee the execution of annual statutory audits.

  • Manage and support donor and project audits.

  • Ensure timely resolution of audit queries and the effective implementation of audit recommendations.

5.Capacity Development

  • Work closely with the Program team to implement, strengthen, and maintain financial management policies, systems, structures, and procedures within the KPK Office.

  • Update job descriptions of finance department staff as required.

  • Proactively identify and address the capacity-building needs of finance staff based in the office and field offices, providing training and other development opportunities to ensure continuous professional growth.

  • Conduct on-the-job training for budget holders, guiding them on budgeting processes and donor compliance requirements.

Education

  • Postgraduate university degree in Finance, Accounting, or Business Administration.

Experience

  • Minimum of 15 years of experience in financial management within NGO/INGO environments, including at least 3 years of international exposure.

  • Demonstrated ability to provide technical guidance and training, including the development of financial management training modules.

  • Excellent computer skills, including MS Office and Internet applications, with advanced proficiency in Word, Excel, and PowerPoint.

  • Strong expertise in financial analysis, risk management, auditing, and internal controls.

  • Proficiency in written and spoken English, Urdu, and Pashto.

  • Excellent communication, interpersonal, and influencing skills, with the ability to motivate and engage stakeholders at senior levels.

  • Proven track record of significant financial management experience.
