Position Objectives:

  • The Provincial Secretary will lead provincial operations, strengthen humanitarian outreach and ensure effective delivery of PRCS’s mandate across the Merged Districts.

Specific Duties, Responsibilities and Accountabilities

Overall Management & Operations

  • Supervising and leading all provincial operations, programs and administrative functions of PRCS Merged Areas.

  • Ensuring effective implementation of humanitarian activities in line with PRCS policies and strategic priorities.

Strategic Planning & Coordination

  • Designing and implementing provincial strategies, annual plans and emergency response frameworks.

•Ensuring effective coordination with PRCS National Headquarters, ICRC, IFRC, movement partners, relevant stakeholders and district branches.

Emergency Response Leadership

  • Leading provincial emergency response efforts during disasters, crises and humanitarian emergencies.

  • Ensuring preparedness, capacity building and rapid mobilization during emergencies.

Donor Engagement & Proposal Development

  • Developing high-quality proposals, concept notes and project documents for donor agencies.

  • Maintaining strong donor relations and identifying new funding opportunities.

Compliance, Governance & Reporting

  • Ensuring transparent management of resources, compliance with policies and timely reporting.

  • Strengthening governance mechanisms and supporting volunteer management.

Fundraising & Resource Mobilization

  • Leading and initiating fundraising activities to enhance organizational resources and sustainability.

  • Strengthening partnerships with corporate, government and international stakeholders.

 

Education

 

At least a Master’s degree in Health Sciences, Business Administration, preferably Project Management.



Experience

 
  1. 08 - 10 years of experience in the social and development sector, including economic development, WASH/hygiene, relief, protection and health programs.

  2. Strong expertise in proposal development, donor engagement and preparing competitive funding proposals.

  3. Proven ability to maintain and grow relationships with national and international donors and development partners.

  4. International-level experience with reputable International NGOs, donor agencies, or humanitarian/development organizations.

 

Skills / Knowledge

 
  1. Demonstration of leadership excellence through prior experience with proven ability to manage diverse and multidisciplinary teams.

  2. Capacity to deliver results under demanding field conditions and emergency situations.

  3. Strong administrative and operational management abilities.

  4. Exceptional communication and interpersonal skills to ensure effective coordination, stakeholder engagement, representation and team motivation.

  5. Strong negotiation and partnership-building capabilities.

 

Maximum age limit is up to 45 years.
