Hiring of Services of Consultancy firm for

Ministry Regulatory Compliance/No Objection Certificates

 Jhpiego Corporation Pakistan Office is looking for the services of a highly motivated & well-reputed consulting firms/Individuals that may act as a lead focal in dealing with ministry-related and regulatory compliances for securing project NoCs, & MoUs the consultancy contract may be extended with a larger scope of work for other project requirements. Preference will be given to the firms/individuals who are well versed with the law enforcement agencies protocols.

The consulting firms/individuals are required to submit their Technical & Financial Proposals (together) in a sealed envelopes by 24 February 2026 17:00 Hrs.  Any queries related to this assignment can be inquired within 3 days of this advertisement. The queries will be responded to within 24 hours.

 Financial proposal must contain retainer services for the period of one year of all ministry-related compliance(s) to be treated separately. This should inclusive with all boarding/lodging expenses (if required to travel outside Islamabad).

a)       The proposal validity period shall be 01 month from the last date for submission of the proposal.

b)       Queries of the applicants seeking clarifications must be received through e-mail within 07 days of receipt of this RFP.

c)       Jhpiego reserves the right to change any or all conditions/information set in this document by way of amendment, revision, deletion, updating, or annulment through the issuance of appropriate corrigendum as Jhpiego may deem fit.

Scope of Work:

The consulting firms/individuals will provide compliance and regulatory guidance along with securing project-related NOCs & MOUs. Further details are as follows: 

1. Ensure Jhpiego Corporation is providing requisite documents in line with the requirement(s) from Ministry of Interior’s (MOI) and other related line departments.
2. Ensure submission/follow-ups of provided documents with the Receiving & Inspection (R & I) department & timely correspondence with the concern section of MOI.
3. Follow – up on necessary correspondence from the concern section of MOI and also follow - up on the case at the provincial level & also ensure that respective Provinces are providing mandatory documentation, which will further facilitate MOI for issuing a No Objection Certificate (NOC) to Jhpiego Corporation.
4. Smooth and speedy submission of related documents from respective Provincial Government, back to MOI.
5. End – Product will be a clear/ precise NOC from MOI allowing Jhpiego Corporation to perform hassle-free functioning within a specified region for the project. 
6. Provide documentary evidence (hard copy etc) against each of the above-mentioned steps to, the Country Director.
7. Consultant firm/individual is liable to follow the Jhpiego Corporation’s code of conduct & will not disseminate/ share sensitive information of the organization, without seeking concurrence from the Country Director
8. Address MOI-related issues for the organization during the said task.

Required Qualification and Experience:

The consulting firm/individual should be:

• Registered with Pakistan or any other National registration authority (for Firms only)
• Working knowledge of dealing with MOI and relevant federal and provincial departments
• Relevant stakeholder management and past experience in securing no-objection certificates from respective authorities for INGOs.
• Ability to work independently in a fast-paced environment with an ability to adhere to strict deadlines and can adequately respond to queries on behalf of Jhpiego in a timely manner.

Deliverables with Timelines:

Will be established with mutual consent of the selected firm/individual but not limited to obtaining the project NoCs at Provincial, districts level and federal MOU. 

Payment schedule: 

Through bank transfer on monthly basis on receipt of invoice (within 30 days)

 Other Terms & Conditions for submission of Proposals:

1. Sealed Proposals must be submitted on company/organization’s original letterhead with date and stamp.
2. Proposals submitted through email and late submissions will not be considered.
3. NTN and RFP Reference number should be mentioned on quotation.
4. Proposal validity must be 01 Month from date of submission.
5. Complete description/specifications of the goods/services (if applicable).
6. Unit price must be quoted separately for each item/service.
7. GST taxes must be mentioned separately item wise, (if applicable).
8. Withholding tax will be deducted from invoice as per applicable tax law of Govt. of Pakistan
9. Rates should be quoted in local currency.
10. Payment will be made as per payment schedule mentioned above through S2B within 30 days after submission of Invoice.
11. Incomplete or partial bidding is not allowed.
12. Jhpiego reserves the right to accept or reject any bid with or without assigning any reason.
13. Detail Terms & Condition of Purchase Order are attached with this RFQ.
14. Sealed Proposals should be submitted by hand or through courier at address mentioned above/below by COB February 24, 2026.
