National Disaster Risk Reduction Information Management Officer
Under the overall supervision of the Climate Action Unit lead, the incumbent will provide results- oriented information management support in line with the outputs outlined below.
Responsibilities and Accountabilities:
- Coordination of Project Task Force with IOM and Sindh Planning & Development Board Representatives
- Provide technical coordination and facilitate regular coordination meetings with OM and Sindh Planning and Development Board representatives.
- Infrastructure Mapping and Functionality Research Design, Data Collection & Information Management
- Provide technical inputs to the development of research methodologies and tool design for DRR infrastructure mapping and functionality assessment in coordination with Sindh Planning & Development Board.
- Manage data collection of IOM enumerators - ensuring quality control for data collection exercise.
- Consolidate data into information management repository with data quality protocols.
- Integrated Infrastructure and Intervention Dataset
- Map and structure existing datasets related to existing and planned infrastructure and development interventions in Sujawal District with clear data quality protocols.
- Conduct technical validation and harmonization of infrastructure and intervention datasets incorporating inputs from government counterparts.
- Quality assured datasets prepared for visualization and analysis.
- Analytical and Reporting Outputs
- Overlay infrastructure and intervention dataset with remote sensing based hydrological and land management analysis conducted by IOM GIS personnel.
- Prepare technical inputs for a district level analytical brief or policy note on targeting DRR and climate resilience priorities in Sujawal.
- Develop evidence-based information products supporting PC-I/ PC-II preparation and planning discussions led by Sindh Planning & Development Board.
- Dashboard and Information Products
- Develop and maintain user-friendly dashboards visualizing validated data for planning and coordination purposes.
- Prepare maps, tables, and visual summaries tailored for non-technical Government and programme stakeholders.
- Capacity Building and Handover Package
- Provide technical support to the delivery of technical orientations/ capacity building for government counterparts on use of dashboard and allied information management systems.
- Develop SOPs, user guides, and handover documentation to support sustainability and transition.
Required Qualifications and Experience
EDUCATION:
- Bachelor’s degree from an accredited academic institution in Information Management, Social Sciences, Geography, Development Studies, or a related field with four years of professional experience; or,
- Master’s degree in above-mentioned fields with two years of professional experience.
EXPERIENCE:
- Experience in information management, data analysis, or programme IM support.
- Experience working with government counterparts and development or DRR related programmes.
- Experience in analytical and technical reporting, including the drafting and finalisation of assessment reports and other publication ready analytical products.
- Experience integrating pre-analysed data, tables, and visual elements into clear and coherent reports in line with established templates and quality standards.
- Experience working in the same local context.
- Familiarity with climate resilience and disaster risk reduction programming.
- Prior experience with UN agencies or international organizations is an advantage.
Advantageous:
- Prior experience working with UN agencies, particularly within multi-partner or consortium-based programmes.
- Familiarity with UN risk management, procurement, due diligence, accountability to affected populations, protection mainstreaming, monitoring and evaluating, and sustainability and exit processes.
- Strong understanding of the vulnerabilities experienced by diverse population groups in Pakistan, and mobility dynamics, with relevance to climate change.
SKILLS:
- Advanced and demonstrable proficiency in Adobe InDesign and Adobe Illustrator for the production of clear, coherent, and publication-ready analytical reports and information products is a requirement.
- Strong analytical and data-handling skills, including Excel-based analysis using formulas and pivot tables, to support reporting, data verification, and quality control are a requirement.
- Ability to plan, prioritise, and manage multiple reporting tasks independently while meeting established deadlines.
- Strong written communication skills and attention to editorial consistency, ensuring compliance with templates, branding, and reporting standards.
- Ability to work effectively and harmoniously within multidisciplinary and multicultural teams, delivering accurate and high-quality outputs under time constraints.
- Familiarity with data visualisation tools such as Power BI is an asset.
LANGUAGE:
REQUIRED
- For this position, fluency in English and Urdu is required (oral and written)
DESIRABLE
- Working knowledge of Sindhi or other languages spoken in Northern Sindh, Southern Punjab and Eastern Baluchistan is an advantage
