Job Description:
Position Summary
The Social Mobilization Officer (Decent Work) will be responsible for mobilizing communities, particularly women workers and marginalized labor groups, to promote labor rights, safe working conditions, collective organization, and economic empowerment.
The position will support the formation of workers’ groups, women labor unions, and community-based associations to strengthen workers’ voices and improve access to fair wages, occupational safety, and social protection services.
The role will also facilitate training, awareness campaigns, and advocacy initiatives related to decent work, labor rights, gender equality, and sustainable livelihoods.
Key Responsibilities:
1. Community Mobilization and Workers’ Group Formation
- Mobilize women workers and labor communities to organize workers’ groups, associations, and trade unions.
- Facilitate the formation and strengthening of women labor groups and workers’ collectives.
- Support workers in identifying key labor challenges such as low wages, unsafe working conditions, and lack of social protection.
- Encourage collective action to address labor rights issues.
2. Promotion of Decent Work Principles
- Raise awareness on decent work standards, labor rights, and gender equality at workplaces.
- Educate workers about minimum wages, labor laws, occupational safety, and workers’ entitlements.
- Promote safe and dignified working environments, particularly for women agricultural workers and informal sector laborers.
3. Capacity Building and Training
- Organize training sessions for workers on:
- Labor rights and workers’ protections
- Occupational health and safety (OHS)
- Leadership and collective bargaining
- Financial literacy and livelihood diversification
- Develop and deliver participatory training materials tailored to worker communities.
4. Economic Empowerment and Livelihood Support
- Facilitate skills development and income generation initiatives for workers and their families.
- Promote alternative livelihood opportunities during off-season periods.
- Support workers’ access to microfinance, savings groups, and small enterprise opportunities.
- Strengthen linkages between workers and markets, service providers, and financial institutions.
5. Occupational Health and Safety (OHS) Promotion
- Conduct awareness sessions on workplace safety, heat stress management, and occupational health risks.
- Promote the use of protective equipment and climate safety practices, particularly for agricultural workers.
- Support community monitoring of workplace safety standards.
6. Community Advocacy and Workers’ Rights Campaigns
- Facilitate community-based campaigns to promote workers’ rights, fair wages, and social protection.
- Support dialogue between workers and government departments, employers, and labor institutions.
- Strengthen advocacy for improved policies and protections for women workers and informal sector laborers.
7. Community Events and Awareness Activities
- Organize community meetings, workers’ forums, and labor rights awareness events.
- Facilitate platforms where workers can share experiences, challenges, and collective solutions.
- Promote participation of local authorities, labor departments, and civil society organizations.
8. Monitoring, Documentation, and Reporting
- Track progress on workers’ group formation and mobilization activities.
- Document cases, success stories, and challenges related to labor rights and decent work initiatives.
- Prepare monthly and quarterly reports on community mobilization and advocacy activities.
9. Stakeholder Coordination
- Coordinate with labor departments, NGOs, trade unions, and local authorities.
- Strengthen partnerships to improve access to services and support for workers.
- Provide technical support to community leaders and workers’ groups.
Reporting Line:
The Social Mobilization Officer will report to the Project Manager – Decent Work Program.
Required Qualifications and Experience:
- Bachelor’s degree in Social Sciences, Development Studies, Labor Studies, or related field.
- Minimum 3–4 years of experience in community mobilization, labor rights, or livelihood programs.
- Experience working with women workers, agricultural laborers, or informal sector workers.
- Strong understanding of labor rights, decent work principles, and community-based organizing.
