1-      Introduction

 

Human Appeal Human Appeal Pakistan is implementing an integrated livelihood and green enterprise promotion initiative to empower poor and vulnerable populations across six districts of Khyber Pakhtunkhwa (KP): Peshawar, Charsadda, Nowshera, Mardan, Swabi, and Haripur. This initiative is being implemented under the UNICEF-funded project Social & Economic Inclusion through Green Skills of Poor & Vulnerable from Hosting Communities in KP.” The project contributes to Pakistan’s Sustainable Development Goals (SDGs), aligns with the KP Green Growth Strategy, and supports UNICEF’s broader objectives for youth and women’s empowerment.

 

The initiative primarily targets adolescent girls, women, and marginalized community members, aiming to improve employability, income generation, and participation in the green and digital economy. Through the promotion of renewable energy–based and sustainable livelihood skills, the program strengthens economic resilience while advancing environmental sustainability.

 

This program contributes to Pakistan’s Sustainable Development Goals (SDGs), particularly those focused on poverty reduction, decent work, affordable and clean energy, and climate action. As part of the initiative, Human Appeal Pakistan is delivering a three-month capacity-building training on Solar Photovoltaic (PV) Installation and Maintenance, aligned with NAVTTC/TVET Level-1 competency standards. The training is designed for non-skilled and semi-skilled community members and focuses on developing practical, market-relevant technical skills.

 

Participants will gain entry-level competencies in solar PV system installation, operation, and routine maintenance, along with essential knowledge of workplace safety, system efficiency, and quality standards. These competencies enable self-employment, small-scale service provision, or entry-level wage employment within the renewable energy sector.

 

Training is delivered through a hands-on, competency-based, and participatory methodology, with strong emphasis on practical application and quality assurance. Solar PV installation and maintenance is a high-demand, climate-resilient, and environmentally sustainable livelihood option that can be adopted at the household or small-enterprise level, allowing participants to explore sustainable income-generating opportunities.

3. Objective

 

The primary objective is to equip non-skilled and semi-skilled community members with practical Solar PV installation and maintenance skills to:

 

  • Adopt solar technology as a sustainable livelihood option.
  • Improve employability and income-generation opportunities.
  • Contribute to clean and renewable energy solutions.

 

4. Scope of Work

 

The selected training institute will be responsible for delivering hands-on, competency-based training on Solar PV systems.

 

Responsibilities include:

 

  • Conduct training either at the institute’s training facility or at designated community/village locations identified by Human Appeal.
  • Ensure tools, and solar training kits to village-level training sites where required
  • Deliver interactive sessions on renewable energy and solar power significance.
  • Introduce electrical concepts relevant to solar PV systems.
  • Explain on-grid, off-grid, and hybrid solar PV systems.
  • Conduct site assessment and load calculation exercises.
  • Demonstrate system sizing for households and commercial energy needs.
  • Provide hands-on training on solar panel and mounting structure installation.
  • Train participants on DC/AC wiring, earthing, and protection devices.
  • Demonstrate inverter, charge controller, and battery installation/configuration.
  • Educate trainees on electrical safety standards and safe working practices.
  • Conduct practical sessions on system testing, commissioning, and troubleshooting.
  • Train on routine maintenance and preventive servicing.
  • Introduce basic customer handling, costing, and entrepreneurship concepts.
  • Maintain attendance records, participant tracking, and practical assessments.
  • Submit daily session summaries and a final training report with all deliverables.

6. Deliverables

 

The training institute will provide the following deliverables:

 

  1. Training curriculum, lesson plans, and daily session outlines.
  2. Successful completion of training for 80 non-skilled/semi-skilled beneficiaries, ensuring they can practically install and maintain basic Solar PV systems.
  3. Certification of training participants.
  4. Final Training Report including:
    • Attendance records
    • Summary of sessions conducted
    • Participant performance and practical assessment results
    • Challenges, lessons learned, and recommendations

 

7. Eligibility Criteria

 

Educational & Professional Qualifications

 

  • The institute should have a legal registration and preferably be TTB/TVET certified.
  • Trainers affiliated with the institute should hold a degree, diploma, or certification in Electrical Engineering, Renewable Energy, Solar Technology, or related field.
  • Minimum 2–5 years of hands-on experience in Solar PV installation and maintenance.
  • Demonstrated experience in delivering vocational, technical, or community-based training programs.

 

Technical Capacity

 

  • Ability to deliver training in Peshawar, Charsadda, Nowshera, and Mardan.
  • Adequate institutional capacity, including qualified trainers, training facilities, and required equipment like (Solar panels (demo units) Solar installation equipment and safety gear, including panels, power electronics, wiring tools, mounting and earthing hardware, testing meters, batteries, and PPE.
  • Experience in preparing proper training manuals, curriculum, and practical materials for non-skilled and semi-skilled participants.
  • Practical knowledge of on-grid, off-grid, and hybrid PV systems.

 

Communication & Facilitation Skills

 

  • Strong facilitation and presentation skills suitable for adult learners.
  • Proficiency in Urdu and/or Pashto.
  • Ability to prepare clear training reports and documentation.

 

Other Requirements

 

  • Institute or affiliated trainers should be tax-compliant (if applicable).
  • Commitment to hands-on, participatory, competency-based training methodology.

 

8. Contract Duration

 

  • 3 months, including preparation, delivery, assessment, and reporting.
  • Exact training dates will be communicated by Human Appeal Pakistan.

 

9. Budget and Payment Schedule

 

  • Training will be conducted in project-designated locations within KP.
  • Payment will be made as a lump-sum agreed in the contract.
  • The institute is responsible for arranging its own travel, lodging, and boarding if required.

 

        Payment Schedule:

 

  • 80% advance upon signing the contract for preparation, mobilization, and initial training setup.
  • 20% upon successful completion of the training and submission/acceptance of all deliverables, including the final report and participant certificates (Certificates should preferably be aligned with NAVTTC / TEVTA KP standards or issued by the training institute with Human Appeal endorsement.

 

10. Selection Method

 

Selection of the training institute will be based on:

 

  • Institutional Experience: Demonstrated experience of the institute in delivering vocational, technical, or green skills training programs.
  • Qualified Trainers: Availability of trainers affiliated with the institute who have relevant educational qualifications and hands-on technical expertise in Solar PV installation and maintenance.
  • Technical Capacity: Ability of the institute to manage training logistics, facilities, and equipment across Peshawar, Charsadda, Nowshera, and Mardan.
  • Training Track Record: Proven record of developing and delivering competency-based, hands-on training programs, including preparation of manuals and training materials.
  • Communication & Reporting: Ability of the institute to facilitate training effectively and submit clear, timely reports and documentation.

 

11. Reporting Line

 

  • The institute will report to the Project Coordinator / Training Supervisor.
  • Daily coordination during training and submission of the final report upon completion.

 

12. Skills

 

  • Strong presentation, facilitation, and communication skills.
  • Proficiency in Pashto and Urdu.
  • Ability to develop training materials and conduct practical demonstrations.
  • Strong report-writing and documentation skills

Terms& Conditions

  • No advance payment will be made to the selected vendor.
  • Quoted prices for the items shall be inclusive of all kinds of Government taxes as per National Law.
  • Payment shall be made as per the agreed terms and conditions contained in the agreement/work order.
  • After the evaluation of financial/technical bids, selected vendors shall be requested to submit samples.
  • Human Appeal Pakistan reserves the right to reject any or all quotations without assigning any reason thereof.
  • Transportation/Delivery to the project site/distribution points will be the responsibility of the vendor at his own cost. Quoted rates shall remain valid for at least 60 days from the date of opening.

Human Appeal maintains a zero‑tolerance policy toward Sexual Exploitation and Abuse (SEA) involving staff, beneficiaries, vendors, suppliers, or any other stakeholders. Protection from Sexual Exploitation and Abuse (PSEA) is a shared responsibility across all parties engaged with Human Appeal.

All vendors, suppliers, contractors, and their representatives are required to fully comply with Human Appeal’s Code of Conduct, which includes strict adherence to PSEA standards.
