Consultant for Social Enterprise Baseline Assessment & Business Model Development
- 1. Background
Foundation for Ageing and Inclusive Development (FAID) – A company licensed under section 42 of the companies Act, 2017. In Pakistan, nonprofit organizations increasingly explore social enterprise models to enhance financial sustainability while continuing to deliver social impact. FAID intends to explore opportunities that align with its thematic focus on ageing, inclusion, and community development. The proposed consultancy will assess the feasibility of such opportunities and develop a practical business model tailored to FAID’s institutional strengths and the socio-economic context of Pakistan.
FAID aims to strengthen its financial sustainability and expand its long-term social impact by establishing a viable social enterprise. The organization seeks to diversify revenue streams, leverage existing institutional strengths, and create market‑responsive products or services that align with FAID’s mission and values. To inform you of this initiative, FAID intends to engage a qualified firm or an individual consultant for not more than four weeks to conduct a comprehensive baseline assessment and develop a robust, evidence-based business model.
- 2. Purpose of the Assignment
The purpose of this consultancy is to:
- Conduct a detailed social enterprise baseline assessment of FAID, including internal capacities, institutional readiness, available assets, and potential areas of opportunity.
- Analyze market dynamics and identify feasible revenue-generating products or services aligned with FAID’s strengths and mission.
- Develop a practical and comprehensive business model that provides FAID with a clear roadmap for launching and managing a sustainable social enterprise.
The consultancy will focus on achieving the following specific objectives:
- Assess FAID’s organizational capacity, existing resources, and operational gaps related to social enterprise development.
- Identify and analyze market opportunities relevant to FAID’s thematic areas.
- Determine viable products or services that FAID can offer within a competitive market.
- Develop cost structures, revenue forecasts, operational strategies, and sustainability prospects.
- Provide actionable recommendations and a business model tailored to FAID’s organizational context.
- 3. Scope of Work / Key Tasks
The consultant is expected to apply a mixed method approach combining qualitative and quantitative methods. The methodology may include:
- Desk review of FAID policies, programs, financial systems, and strategic documents.
- Key Informant Interviews (KIIs) with FAID leadership, staff, partners, and stakeholders.
- Market scanning and competitor analysis relevant to the Pakistan market.
- Stakeholder consultations to identify feasible enterprise opportunities.
- Validation workshop or consultation to refine proposed business models.
3.1 Business Model Development
The proposed social enterprise model should align with FAID’s mission of promoting ageing and inclusive development and should consider opportunities that can generate sustainable revenue while maintaining social impact. The consultant should identify and present 2-3 viable social enterprise options, including comparative analysis of feasibility, investment requirements, risks, and sustainability potential.
3.2 Presentation & Validation
- Present key findings and the draft business model to FAID’s leadership team.
- Incorporate feedback and finalize the business model report.
- 4. Deliverables
The consultant will produce and ensure the following:
4.1 Baseline Assessment Report:
- Institutional readiness assessment for social enterprise development
- Identification of strengths, weaknesses, opportunities, and constraints
- Market feasibility analysis within Pakistan
4.2 Business Model Document:
- Business model canvas or equivalent framework
- Financial projections (minimum 3 years)
- Startup investment requirements
- Break-even analysis
- Potential revenue streams and pricing strategy
4.3 Stakeholder engagement:
The consultant will engage with relevant FAID stakeholders during the assessment and design process, including management, program staff, partners, and selected beneficiaries, to ensure that the proposed social enterprise model reflects institutional priorities and community realities.
4.5 Inception Report
Methodology, detailed work plan, tools, and timelines.
4.6 Validation workshop
The consultant will facilitate a validation workshop or consultation session with FAID leadership and key stakeholders to review and refine the proposed business model before finalization.
4.7 Final Consolidated Report
All components revised after FAID feedback.
- 5. Duration
Maximum of (4) four weeks from contract signing.
Early delivery will be encouraged and weightage 10% (See evaluation criteria).
- 6. Proposal Submission Requirements
Interested consultants/firms should submit:
6.1 Technical Proposal
- Understanding of the assignment
- Proposed methodology
- Proposed team composition
- Work plan and timeline
- Relevant experience and portfolio
6.2 Financial Proposal
- Detailed cost breakdown for completing the assignment including validation workshop
- 7. Evaluation criteria:
- Understanding of the assignment 20%

- 8. Required Qualifications
The consultant must have:
- Advanced degree in Business Administration, Social Enterprise Development, Economics, Development Studies, or related field.
- At least 5–7 years of experience in business development, market assessment, or social enterprise modeling.
- Demonstrated experience working with NGOs or mission-driven organizations.
- Strong analytical, research, and financial modeling skills.
- Excellent communication and report-writing abilities.
- 9. Conflict of Interest
The consultant must disclose any potential or actual conflict of interest that could influence the impartiality of the assignment. Consultants with direct financial or organizational interests related to the proposed enterprise activities must declare such interests prior to contracting.
- 10. Reporting & Coordination
The consultant will report directly to the Program Coordinator and FAID’s senior management.
Regular check-ins will be held weekly or as required.
- 11. Payment Schedule
Payments will be made as follows:
- 30% upon submission and approval of Inception Report
- 40% upon submission of Draft Baseline Assessment + Business Model
- 30% upon submission and approval of Final Report
- 12. Ethical Considerations
The consultant must ensure that all data, reports, and materials produced during the consultancy will remain the intellectual property of FAID and may not be shared or published without prior written consent.
- Confidentiality of all FAID data and information
- Adherence to ethical research and data protection standards
