Purpose of the Position: The Finance Officer will be responsible for supporting financial planning, budgeting, accounting, financial reporting, fund management, and compliance with donor and organizational financial policies and procedures.

Key Responsibilities

The Finance Officer shall perform, the following duties:

  1. Maintain project financial records, accounting documents, and supporting documentation in accordance with organizational and donor requirements.
  2. Prepare payment vouchers, journal vouchers, cash vouchers, and bank vouchers and ensure proper authorization before processing.
  3. Monitor project expenditures against approved budgets and report variances to management.
  4. Assist in preparation of project budgets, budget revisions, forecasts, and financial plans.
  5. Process payments to vendors, consultants, contractors, and project staff in a timely manner.
  6. Maintain cash books, bank books, ledgers, and financial registers.
  7. Conduct bank reconciliations and ensure accuracy of financial transactions.
  8. Support preparation of monthly, quarterly, and annual financial reports.
  9. Ensure compliance with organizational financial policies, donor requirements, and applicable government regulations.
  10. Maintain proper filing and archiving of financial documents for audit and verification purposes.
  11. Support internal and external audits and facilitate provision of required financial records and documentation.
  12. Monitor advances, settlements, and field expenditures and ensure timely adjustment.
  13. Coordinate with procurement, administration, and project teams regarding financial matters.
  14. Support financial monitoring of community-level activities and project interventions where required.
  15. Assist in financial risk management and identification of financial control weaknesses.
  16. Ensure confidentiality and integrity of financial information.
  17. Perform any other finance and accounting-related task assigned by the supervisor.

Required Qualifications and Experience

  1. Master degree (16 years of education) in Finance, Accounting, Commerce, Business Administration, ACCA, CA (Inter), or any other relevant discipline from an HEC-recognized institution.
  2. Relevant professional experience in finance, accounting, budgeting, or financial management, preferably in donor-funded or development sector projects will be an added advantage
  3. Experience working with donor-funded projects will be preferred.
  4. Sound knowledge of accounting principles, financial controls, budgeting, and financial reporting.
  5. Experience in using accounting software and computerized financial management systems.
  6. Proficiency in MS Excel, Word, and other financial reporting tools.
  7. Familiarity with audit procedures and donor compliance requirements.
  8. Preference will be given to local domicile holders of project targeted districts.
