Job Summary

The ICT4D Analyst I is a technical expert on CRS’s core ICT4D tools and operational procedures, ensuring the tools in the ICT4D Technology Portfolio are managed and supported effectively. The incumbent analyses and drives components in the roll out of new releases, updates, and changes to the tools, while supporting ongoing research and analysis of the tools’ functionalities, driving their efficient use. S/he also contributes to ensuring CRS’s core ICT4D systems are used effectively and at scale, and that the ICT4D Technology Portfolio meets the agency’s programmatic needs.

This position will be based within CRS’ Humanitarian Response Department and is responsible for designing, developing, and managing GIS-enabled digital information systems that support climate-resilient recovery and settlement-level planning. The position leads the integration of spatial and programmatic data into user-friendly dashboards and reporting tools to enable real-time visualization, progress tracking, and evidence-based decision-making. Working closely with government counterparts and development partners, the position strengthens coordination, transparency, and accountability across multi-stakeholder recovery and reconstruction platforms, while supporting replication and scale-up of digital coordination models across countries and contexts.

 

Roles and Key Responsibilities

  • Function as a technical product owner of core ICT4D platforms, particularly the Homes and community Recovery and disaster management platforms, ensuring effective administration, adherence to the correct security posture, and application of standard operating procedures, while providing technical support and maintaining appropriate vendor engagement as needed.
  •  Act as champion and expert of Homes and Community platforms contributing to adoption scale, in close partnership with key stakeholders. Provide technical support for configuring/handling complex scenarios and implement integrations with other ICT4D systems.
  • Support research and analysis of core ICT4D technologies to help drive appropriate innovation, scaling, and rolling out of new releases in accordance with existing standards.
  • Implement the operationalization and decommissioning of new and existing platforms respectively in the ICT4D Technology Portfolio in accordance with existing standards.
  • Implement capacity building initiatives for key ICT4D platforms related to use, enhancements, process updates, and best practices to the extended ICT4D team including development and maintenance of relevant technical and non-technical materials.
  • Support monitoring and analysis of key ICT4D platforms for identifying new scale opportunities and establishing product roadmaps.
  • Bachelor’s degree in information systems, engineering, or IT related field or equivalent experience. 
  • Minimum 5 years of experience in administration, maintenance development, designing and operationalization of software systems.
  •  Experience in training both technical and non-technical stakeholders on system lifecycle, best practices, system enhancements and maintenance cycles.
  • Demonstrable experience of leveraging digital technologies in international development, humanitarian and/or low resource contexts

Basic Qualifications

  • Bachelor’s degree in information systems, engineering, or IT related field or equivalent experience. 
  • Minimum 5 years of experience in administration, maintenance development, designing and operationalization of software systems.
  •  Experience in training both technical and non-technical stakeholders on system lifecycle, best practices, system enhancements and maintenance cycles.
  • Demonstrable experience of leveraging digital technologies in international development, humanitarian and/or low resource contexts

Preferred Qualifications

  • Experience in supporting end users in solving adoption and technology related issues/challenges.
  • Expert understanding of software development lifecycle and service delivery
  • Expertise with using and configuring currently used CRS technologies
  • Able to evaluate the value addition and impact through the platforms supported
  • Basic understanding of CRS’ procedural concepts that the CT4D platform supports (MEAL, HRD etc.)
  • Ability to handle multiple priorities in a fast-paced environment.
  • Basic understanding with human-centered design (HCD) approaches

Knowledge, Skills, and Abilities

  • Demonstrable experience in developing and following standard operating procedures for technology use.
  • Detail oriented in terms of time management, communication, teamwork, creative thinking, analytical, problem solving
  • Demonstrable strategic, analytical, human-centered ICT problem-solving and systems thinking skills with capacity to see the big picture and ability to make sound judgment for improved innovations and technologies.
  • Good relationship management skills with ability to influence and get buy-in from people not under direct supervision and to work with individuals in diverse geographical and cultural settings.
  • Presentation, facilitation, and training skills.

 

Required Languages: Must be fluent in written and spoken English.

Travel: Must be willing and able to travel up to 30%, including to resource poor locations.
