1. MISSION / FUNCTION

 

SECOURS ISLAMIQUE FRANCE (SIF) is an international non-governmental organization dedicated to providing humanitarian assistance and development aid worldwide. Since 1991, SIF has been working across more than 20 countries.

In Pakistan, we have been actively serving vulnerable communities & marginalized groups since 2010 by providing them humanitarian assistance during emergencies and also support them through the implementing of sustainable development programs in the areas of Child Protection & child Wellbeing, WASH, Food Security & Livelihoods, Disaster Risk Reduction, and Education during both early recovery and development phases.

SIF is currently providing its services in all provinces of Pakistan, including; Sindh, Punjab, Baluchistan, KPK, and has a presence in 33 most vulnerable districts. In light of increasing challenges ‘such as’ inflation, illiteracy, poverty, and climate change, as well as their association with limited and shrinking resources like; water, food, and livelihood opportunities, SIF believes that there is a high need for enhanced collaboration between NGOs and government institutions. SIF is fully confident that by sharing experiences, innovations, and lessons learned under such coordination, we can collectively improve the well-being of children and alleviate the miseries of the communities across Pakistan.

 

2. CHILD SAFEGUARDING

As part of the implementation of the Child Safeguarding Policy (CSP), specify here the level of risk associated with child safeguarding (0, 1 or 2) depending on whether or not the position involves contact with children (in particular access to children and/or personal data) and, if so, specify the type of interaction. 

Reminder:

- Level 0: no contact with children

- Level 1: access to children and/or personal data about children

- Level 2: access to children and/or personal data about children and other risk factors such as frequent direct contact with children, contact in isolated locations/without direct supervision, contact with particularly vulnerable children (disability, children without parental protection, etc.).

 

3. MISSIONS AND ACTIVITIES

Objective 1: Supply Chain, Procurement & Fleet Management

  • Develop and implement procurement and logistics plans in coordination with program and finance teams.
  • Ensure procurement of goods, works and services in accordance with SIF procurement policies, donor compliance requirements and approved budgets.
  • Support procurement processes including RFQs, bid analysis, comparative statements, purchase orders, contracts and vendor evaluations.
  • Ensure timely delivery of WASH materials, school supplies, hygiene kits, construction materials and operational equipment to project sites and schools.
  • Support procurement and contracting processes related to civil works, rehabilitation, construction  and WASH infrastructure activities in schools.
  • Prepare, draft and process civil works contracts, service agreements, work orders and related procurement documentation in line with SIF and donor procurement procedures.
  • Coordinate with engineers, program teams, contractors and suppliers for BOQs, technical specifications, material delivery schedules and work plans.
  • Maintain an updated vendor and supplier database for Karachi and project operational areas.
  • Coordinate transportation, loading/unloading, dispatch and distribution activities for project materials.
  • Ensure proper warehouse and stock management, including stock cards, inventory tracking, storage conditions, expiry monitoring and regular reconciliation.
  • Prepare and maintain asset registers and ensure proper tagging, tracking, maintenance and disposal of assets.
  • Supervise vehicle fleet operations including vehicle allocation, trip scheduling, fuel monitoring, servicing, insurance and maintenance.
  • Ensure proper maintenance of vehicle logbooks, fuel consumption records and movement tracking systems.
  • Monitor operational costs and support cost-effective logistics planning.
  • Supervise drivers, warehouse assistants, guards and logistics support staff.
  • Conduct orientation and capacity building sessions for logistics staff on SIF procedures and operational compliance.
  • Ensure operational readiness of communication equipment, generators, office facilities and project infrastructure.

Objective 2: Security & Safety Management

  • Support the implementation of SIF safety and security policies and procedures across project locations and school intervention sites.
  • Conduct regular security risk assessments for offices, warehouses, guesthouses and project implementation areas.
  • Monitor local security situations and provide timely security updates, alerts and incident reporting to management.
  • Support the development and updating of security plans, contingency plans, evacuation procedures and movement tracking systems.
  • Coordinate staff movements and ensure safe travel procedures for field teams and visitors.
  • Liaise with local authorities, law enforcement agencies, school administrations and community stakeholders regarding safety and access issues.
  • Ensure guards’ deployment schedules and monitor guard performance and attendance.
  • Conduct safety briefings and awareness sessions for staff on personal safety, field movement protocols, emergency response and incident reporting.
  • Ensure compliance with security communication protocols and emergency preparedness measures.
  • Report security incidents within organizational timelines and procedures.

Objective 3: External Coordination & Compliance

  • Coordinate with government departments, local administration, school authorities, contractors, vendors and humanitarian actors for operational and logistics-related matters.
  • Support administrative compliance with national regulations, taxation requirements, labor laws and operational permissions.
  • Process and follow up on travel NOCs, movement permissions and other operational approvals where required.
  • Support project operational coordination with WFP, local authorities and partner organizations.
  • Attend security forums, coordination meetings and operational briefings and share updates with management.
  • Maintain proper filing systems for procurement, contracts, logistics, fleet and security documentation.

Objective 4: Reporting & Documentation

Prepare and submit timely operational reports including but not limited to:

  • Monthly Logistics Reporting through a SharePoint.
  • Monthly Procurement Tracking Report
  • Monthly Fleet & Fuel Consumption Report
  • Warehouse & Stock Reports
  • Asset Inventory Reports
  • Vendor & Contract Follow-up Reports
  • Security Incident Reports (4-hour and 72-hour formats)
  • Weekly Security Updates
  • Situation Analysis Reports
  • Vehicle Maintenance Reports
  • Logistics SITREP and operational updates
  • Meeting minutes and coordination reports

Ensure all documentation is properly archived and available for audit, donor review and compliance purposes.

GENERAL RESPONSIBILITIES

  • Comply with SIF policies, procedures, Code of Conduct and humanitarian principles.
  • Maintain confidentiality, neutrality and professionalism at all times.
  • Support emergency response operations when required.
  • Perform any other task assigned by the Line Manager or Field Coordinator relevant to the position.

4. KNOWLEDGE/SKILLS/BEHAVIOR

  • Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, Operations Management or related field. Master’s degree will be an added advantage.
  • Minimum 3–6 years of relevant experience in logistics, procurement, fleet, warehouse and security management with national or international NGOs.
  • Experience in humanitarian operations, emergency response or WASH-related projects preferred.
  • Experience working with donor-funded projects, preferably WFP, UN agencies or INGOs.
  • Strong understanding of procurement procedures, supply chain systems and inventory management.
  • Experience in security coordination and field safety management.
  • Strong coordination and negotiation skills with vendors, authorities and stakeholders.
  • Excellent reporting and documentation skills.
  • Good command of MS Office applications, especially Excel and reporting tools.
  • Ability to work under pressure and manage multiple tasks efficiently.
  • Strong communication, interpersonal and team management skills.
  • Fluency in English and Urdu required; Sindhi will be an advantage.
