1. BACKGROUND & INTRODUCTION

A well-established non-governmental organization (NGO) operating in Balochistan, is executing a specialized disaster risk preparedness and resilience initiative. Coastal environments face continuous vulnerabilities, requiring highly robust local administrative coordination and responsive community networks. 

To bridge existing operational gaps, floating this Request for Proposal (RFP) to onboard an expert technical consultancy firm. The selected firm will manage structural institutional capacity strengthening and deliver critical field-level emergency life-support simulations. 

2. OBJECTIVE OF THE CONSULTANCY

The overall objective of this consultancy is to design, standardize, and execute a high-impact capacity building model tailored for District Disaster Management Authorities (DDMAs) and Community Emergency Response Teams (CERTs). The intervention focuses on strengthening localized mitigation networks, ensuring rapid emergency deployment, and upgrading basic search, rescue, and first aid response parameters across coastal ecosystems. 

3. SCOPE OF WORK (SOW)

The selected consultancy firm/partners will assume strict technical ownership of the following core deliverables: 

  1. Environmental Scanning and Training Needs Assessment:

    1. Coordinate with the relevant stakeholders including District Administration and development and humanitarian partners including UN agencies and I/NGOs for any previous works in this regard. 

    2. Assess thoroughly what capacity building activities have already been conducted, by whom and to what extent.

    3. Assess communities for knowledge retention if any previous capacity building interventions. 

    4. Coordinate with PDMA for their existing resources in the target districts. 

    5. Provide a comprehensive report on:

      1. The existing level of knowledge of communities, 

      2. Trained staff at DDMA level, 

      3. Existing resources at community and DDMA level, and

  1. Priorities of PDMA and specifically DDMA for preparing ground level teams for Emergency Preparedness and Response (in line with the proposed DRR trainings at community and DDMA level). 


  1. Development of Contextualized Capacity Building Plan and Training Material:

    1. Based on the findings of Environmental Scanning and TNA, develop training material including:

      1. Capacity building plan with locations, audience, and role of participants, number of days, and topics to be covered

      2. Training manual with sessions’ plan

      3. Handouts for participants during the training

      4. Training demo material and simulation

      5. IEC material to be used by master trainer, and participants

      6. Develop Training of Trainers (ToT) plan to build the capacity of DDMA and community for further dissemination in the field.  Community Resource Persons (CRPs) would be engaged for ToT.


  1. Execution of the capacity building plan (draft plan provided - although the actual implementation may vary as per the actual needs identified through the environmental scanning):

The ‘training firm’ will execute the following plan initially:  

  1. There will be four sessions of Training of Trainers (ToT) two in each district i.e., first for DDMA training and second for CERT training.

  2. There will be 4 training sessions, 3 days each (for targeted UCs) for DDMA including simulation to be executed by Master Trainers.  Each session would have around 15 to 20 participants.

  3. There will be 4 training sessions, 4 days each (for targeted UCs) for CERT including simulation to be executed by Master Trainers.  Each session would have around 15 to 20 participants. There will be one day specifically for women participants in each training session.

  4. The training sessions may further be divided into micro-sessions based on each particular topic and executed through CRPs Model.


4. KEY DELIVERABLES

The firm must ensure the timely verification and legal submission of the following administrative outputs: 

  1. Training Module development and role out of training of DDMA and CERT teams

  2. Development of handouts and other training materials

  3. Separate training event report and final consolidated report submission

5. REQUIRED QUALIFICATIONS & EXPERIENCE

Applying firms and their proposed technical training panels must strictly meet the following pre-qualification markers: 

  • Team leads must possess an advanced Master’s degree in Environmental Sciences, Disaster Risk Management (DRM), or relevant Social Science domains. 

  • Minimum 3 to 5 years of active institutional experience in executing emergency response instruction, public safety modules, or disaster resilience projects. 

  • Demonstrated regional context knowledge of Balochistan’s socio-administrative setup and specific coastal district vulnerabilities. 

  • Proven experience working with community-based disaster risk reduction (CBDRR) groups. 

  • Excellent multilingual reporting proficiencies in English and Urdu (fluency in local coastal dialects is highly advantageous). 

6. DURATION OF CONSULTANCY

The overall contractual window is fixed for a maximum duration of 3 months starting from the formal signing of the Service Level Agreement (SLA). The operational work plan must support highly accelerated milestone closures. 

7. APPLICATION SUBMISSION PROCESS

Proposals must be submitted using a two-envelope format: 

  1. Technical Proposal: Outlining detailed training training schedules, profiles of master trainers, past performance portfolios, and clear implementation methodologies. 

  2. Financial Proposal: A fully broken-down financial quote detailing total professional consultation fees inclusive of all applicable withholding taxes. 

Note: Administrative logistics (including training venues, participant mobilization, catering, and refreshment/food layouts) will be handled and managed directly by.

9. PAYMENT TERMS

Disbursements will be managed in fixed installments paid via cross-cheques after standard government tax deductions at source, matching the following milestones: 

  • First Installment (50%): Released upon formal bilateral contract execution and approval of the technical Inception Report. 

  • Final Installment (50%): Released upon successful completion of all field training events and formal approval of the Final Consolidated Project Report. 

10. CONFIDENTIALITY

The consultancy firm and its field team shall maintain strict operational confidentiality regarding all organizational data, participant demographics, and community mapping profiles accessed during the deployment period. No project deliverables may be shared externally without explicit written authorization from.
