Job Summary:

The MEAL Officer will play a critical role in supporting the Refugee Response program in Karachi by ensuring the effective monitoring, evaluation, accountability, and learning of project activities. This role involves implementing and maintaining MEAL systems to evaluate the impact of the program, manage data collection and analysis, and support evidence-based decision-making. The MEAL Officer will work closely with field teams, partners, and stakeholders to ensure the successful delivery of project objectives and support continuous improvement of program outcomes.

Key Responsibilities:

  • Develop and implement monitoring and evaluation frameworks, tools, and systems aligned with the project objectives.
  • Conduct field visits to monitor project activities, including vocational skills training, cash grant support, market linkage establishment, protection services, and hygiene promotion.
  • Verify data through direct observations, interviews, and focus group discussions with beneficiaries to ensure project integrity and effectiveness.
  • Collect quantitative and qualitative data from project sites, ensuring accuracy, reliability, and timely submission.
  • Analyze monitoring data to identify trends, outcomes, and areas for improvement.
  • Compile and prepare regular reports on project progress, challenges, and impact, contributing to donor reporting and internal assessments.
  • Collaborate with field teams to document success stories, best practices, and lessons learned.
  • Implement community feedback mechanisms to capture beneficiaries' perspectives and incorporate them into project planning and adjustments.
  • Conduct regular assessments and learning sessions with field teams and partners to evaluate program outcomes, and recommend improvements.
  • Facilitate learning activities, including workshops and discussions, to promote a culture of accountability and continuous improvement.
  • Provide training and technical support to project staff and partners on MEAL tools, data collection techniques, and reporting standards.
  • Support the team in using MEAL data for decision-making and program adjustments, ensuring a consistent approach to quality monitoring.
  • Ensure that MEAL processes adhere to organizational standards, donor requirements, and ethical guidelines, especially in managing sensitive beneficiary information.
  • Monitor adherence to program objectives related to protection, social cohesion, economic resilience, and health and hygiene standards.
  • Participate in periodic reviews, evaluations, and lessons-learned sessions to assess and enhance project implementation.

 Key Deliverables:

  1. M&E framework and data collection tools specific to the Refugee Response Program.
  2. Baseline, midline, and endline reports summarizing key indicators of project progress and beneficiary impact.
  3. Monthly and quarterly monitoring reports on all project activities.
  4. Comprehensive evaluation report at the end of the project.
