Position Objectives:

AD RFL contributes to the analysis and understanding of the RFL needs, plan and design appropriate response in close coordination with the DD-RFL and RFL Managers at PHQs. She/He will assist and provide technical advice to field staff and volunteers in implementation of program activities and ensure the quality service delivery to the beneficiaries. The AD-RFL reports to the Deputy Director of the RFL Department, based in the Pakistan Red Crescent Society (PRCS) National Headquarters in Islamabad

Duties and Responsibilities

Under the direct supervision of the DD-RFL, the AD-RFL carries out the following tasks:

  • Contributes to the planning and implements activities in line with the strategic directions of the RFL Global Strategy and the priorities of the organization; identifies specific priorities, establishes plans of action, uses the resources and budget planned.
  • Participates to meetings with the authorities and organizations relevant for activities in favor of RFL program on a working level.
  • Coordinates with relevant colleagues and departments in provincial branches to contribute to and maintain a multidisciplinary approach when responding to any emergency situations.
  • Organize and conduct RFL basic and Advance Training to RFL staff and Volunteers and facilitate sessions on key thematic such as Child protection, RFL Code of Conduct, RFL forms and Tool.
  • Supervise the case-management and related communication with beneficiaries, ICRC, and FL Network in line with RFL workflow and channels of communication.
  • Follows up and conduct review of the Tracing cases, Red Cross Messages, Family Reunification, detention caseload and any other RFL activities.
  • In charge of the Filing and Archiving system of RFL case related records/ files.
  • Support the DD-RFL and PHQ RFL Managers for Review and Planning of RFL Plan of Action and Participate & contributes to preparing LFM (Logical Framework Matrix, Plan of Action, and Budget during the annual planning process).
  • Maintaining close coordination with the ICRC Islamabad Delegation, PRCS Branches and Movement Partners for the progress of the cases (Quarterly Review and feedback to update RFL cases)
  • Producing regular timely and accurate reports for evaluation of project achievements and progress, (Weekly Monthly, Quarterly, Biannual and Annual)
  • In line with the youth and volunteer Department, ensure intake and training of RFL Volunteers to always have active group and ensure their service delivery.
  • Supervise and support the case management team of the PRCS to keep up to date and in line with prescribed guidelines for RFL operations. The FLANSWERS being the primary tool for case management, must be kept up to date, of good quality and truly reflective of the activities implemented by the unit.
  • Contributes to preparing written documents, e.g., reports, analysis and presentations etc., as required.
  • Ensures communication and coordination with provincial RFL managers to follow up on the program implementation and review.
  • Coordinates with relevant departments and colleagues (DM, DRR, FA, PGI/CEA, Health, WASH, CCA, Communication, etc.) to ensure an integrated and multidisciplinary approach in the organizational response to the emergencies.

General Duties

  • Supports the RFL Department for general administrative tasks, as required.
  • Works independently in RFL Unit, acts as support and reference point within the tracing office and shares relevant information with the colleagues.
  • Contributes to the smooth running of the Tracing Office and, in turn with the colleagues, interviews persons coming spontaneously or upon request to the office.
  • Participates actively in internal meetings
  • Answering incoming telephone calls to RFL office
  • In case of absence should replace the other RFL Colleagues in his/her daily duties.

Minimum required knowledge & experience:

  • Minimum 5-7 years' work experience preferably in protection related activities in humanitarian sector.
  • University’s degree (16 years Education) / equivalent in social sciences (Psychology, Sociology, Anthropology, Social Work, International Relations and Law)
  • Excellent computer skills, inclusive of Office Suite tools (excel, words, PowerPoint)
  • Good data management skills
  • Good analytical skills
  • Good communication skills (spoken and written) in English and Urdu. Knowledge of Dari and Pashto an asset
  • Capacities of self-training and integration of new tools and methodologies 

Travelling

Flexibility to travel to the fields to conduct RFL visits to beneficiaries and monitoring visits to field staff.

Age Limit

Maximum age limits up to 45 years.
