Job Description:
The M&E Manager will lead the development and implementation of the project's monitoring, evaluation, accountability, and learning (MEAL) system. The role ensures data-driven decision-making, measures project impact, and ensures compliance with donor reporting requirements while fostering a culture of continuous learning and improvement.
II. Key Responsibilities
1. M&E System Development & Management
- Design and implement the project M&E framework, including indicators, tools, and data collection methodologies aligned with donor requirements .
- Develop Performance Monitoring Plans (PMPs), logical frameworks, and theory of change models.
2. Data Collection, Analysis & Reporting
- Oversee baseline/midline/endline surveys, focus group discussions, and impact evaluations.
- Conduct qualitative and quantitative data analysis to assess progress against targets.
- Prepare donor reports (quarterly/annual), dashboards, and presentations for stakeholders.
3. Quality Assurance & Compliance
- Implement data quality audits (DQAs) and ensure adherence to international standards (e.g., SMART indicators).
- Train staff/partners on M&E tools, ethical data collection, and gender-sensitive indicators.
- Ensure alignment with donor M&E requirements and organizational policies.
4. Learning & Knowledge Management
- Facilitate after-action reviews (AARs), lessons-learned workshops, and adaptive management processes.
- Document and disseminate best practices, case studies, and impact stories.
- Lead internal/external evaluations and third-party audits.
5. Team Leadership & Capacity Building
- Supervise the M&E team, including data enumerators and field officers.
- Build capacity of project staff on M&E concepts, data visualization, and reporting.
III. Deliverables
- Approved M&E framework and PMP within 1 month of onboarding.
- Monthly/quarterly progress reports with disaggregated data (gender, age, location).
- Database of all project indicators and achievements.
