Consultancy Assignment: Training on Disability-Inclusive Disaster Risk Reduction (DIDRR)
Topic: Crisis Modifiers – Triggers, Indicators, and Response Roles

Taraqee Foundation (TF) in partnership with CBM is inviting qualified consultants or consultancy firms to submit Expressions of Interest (EOI) for conducting a one-day interactive training session on Disability-Inclusive Disaster Risk Reduction (DIDRR) with a focus on crisis modifiers, triggers, indicators, and response roles. This training is aimed at strengthening the knowledge and capacities of leaders and staff from selected Organizations of Persons with Disabilities (OPDs) in peri-urban areas of Quetta.

Background

Taraqee Foundation is implementing inclusive development initiatives to ensure that persons with disabilities are not left behind during emergencies and disaster response. This consultancy is part of a broader effort to equip OPDs with practical knowledge and tools for inclusive disaster management and preparedness.

Objective of the Assignment

To design and deliver a participatory, inclusive and contextually relevant training session that:

  • Enhances the capacity of OPDs on the concept and application of DIDRR.

  • Strengthen understanding of crisis modifiers, key triggers, early warning indicators and response roles.

  • Equip participants with knowledge to contribute to local DRR planning and advocacy.

Scope of Work

The selected consultant/firm will:

  1. Review relevant project documents and disaster risk profiles.

  2. Design a training module and handouts tailored for OPDs in Quetta’s peri-urban areas.

  3. Coordinate with TF staff to ensure accessibility arrangements (e.g., transport, accessible venue, sign language interpretation).

  4. Conduct pre- and post-training assessments.

  5. Deliver a one-day interactive training using participatory, inclusive methodologies.

  6. Provide technical guidance on how OPDs can effectively engage in DRR planning.

  7. Submit a final training report with evaluation results and follow-up recommendations.

Deliverables

  • DIDRR training module and materials (in both soft and hard copies)

  • Pre- and post-training assessment tools

  • One-day training session delivered

  • Training completion report with recommendations

Duration and Location

  • Training Duration: One day

  • Training Location: Quetta, Balochistan

  • Proposed Dates for training: 1st week of June 2025

Required Qualifications and Experience

  • Master’s degree in Disaster Management, Disability Studies, Social Sciences or related field

  • Minimum three (03) years of experience in DRR and disability inclusion training

  • Experience in Community-Based Inclusive Development (CBID) is a plus

  • Proven skills in module development and participatory facilitation

  • Familiarity with challenges faced by persons with disabilities in Balochistan

  • Excellent communication and report writing skills in English and Urdu (Pashto/Balochi/Persian is a plus)

Reporting Line

The consultant will report to the Program Manager, Taraqee Foundation and coordinate closely with the assigned project focal person.

Budget and Payment Terms

  • 25% of the payment will be made upon submission and acceptance of the training module and agenda. The remaining 75% will be paid upon submission of the deliverables listed in the Deliverables section. The fee includes training facilitation, boarding, and lodging of the trainer. All applicable government taxes shall be deducted from consultant payment as per prevailing laws.
