Call for Proposal for Consultancy

Project: River Basin-Wide Resilience Project (RBWRP)

Locations: Pishin Lora and Nari River Basins (Balochistan)

Background:

A National level Non-Government Organization intends to engage qualified individual consultant or firm to develop and implement separate Community Mobilization Strategies and Plans for the Pishin Lora and Nari River basins under Food and Agriculture Organization (FAO) supported RBWRP project. These strategies aim to enhance local participation, build trust, and ensure inclusive implementation of climate-resilient interventions through community-based organizations (CBOs).

Scope of Work:

The selected consultant/firm will be responsible for:

  1. Conducting a preliminary assessment of local communities, socio-political structures, vulnerabilities, and capacities.

  2. Organizing inclusive community consultations using Focus Group Discussions (FGDs) to gather insights from diverse community segments.

  3. Facilitating initial mobilization dialogues with local leaders, women’s groups, and youth forums.

  4. Developing one (1) Community Mobilization Strategy per River Basin (Pishin Lora and Nari).

  5. Developing one (1) Community Mobilization Plan per District based on the unique characteristics of each district under the river basin.

Deliverables:

  • Inception Report with Work Plan and Methodology

  • Preliminary Community Assessment Report

  • Reports of FGDs and Stakeholder Dialogues

  • Community Feedback Mechanism Design

  • Two (2) Community Mobilization Strategies (one for each RB)

  • District-wise Community Mobilization Plans (minimum 2)

  • Final Consolidated Report with Lessons Learned and Recommendations

Duration:

Estimated Time for completion of assignment: 2 Weeks from signing of the contract.

Eligibility and Supporting Criteria:

Proposals will be evaluated on the following criteria on the bases of 70/30% i.e. Technical Evaluation (70%) and Financial Evaluation (30%) weightage.

Experience

Minimum 5 years in community mobilization, participatory planning, or resilience-based development.

Specific Experience

Prior work in Balochistan or river basin contexts preferred

Qualification (of Resource Person) 

Postgraduate degree in Social Sciences, Development Studies, or related field

Team Composition (for Firms)

Must include at least 1 Social Development Expert and 1 Community Mobilizer

Technical Proposal

Must include methodology, tools, timeline, and work breakdown structure

Financial Proposal

Clear cost breakdown including consultancy fees, travel, logistics and others (must be inclusive of all applicable taxes).

References

At least 2 previous clients/references with contact details

Valid registration documents (NTN/GST, etc.)
