Position Objective: The MEAL Manager will lead the design, implementation, and strengthening of Monitoring, Evaluation, Accountability, and Learning (MEAL) systems across all country programs and projects. This role ensures that robust mechanisms are in place to track project progress, measure outcomes and impact, and support evidence-based decision-making at all levels. The MEAL Manager will oversee the effective functioning of MEAL teams, ensuring the timely collection, analysis, and use of high-quality data. They will work in close coordination with MEAL field teams to provide technical support and guidance, ensuring alignment with organizational standards and donor requirements. In addition, the MEAL Manager will support project managers in meeting reporting obligations, contribute to continuous learning and adaptive programming, and facilitate the documentation of best practices and lessons learned. The role also includes responsibility for the efficient and strategic management of human and material resources within the MEAL field teams to ensure operational excellence.

Relevant Experience: Master degree in Statistics, Economic  or in relevant field with minimum 05 years of overall experience and 03 years in relevant field in development sector OR Bachelor's degree in relevant field with minimum 06 years overall experience with 04 years in relevant field in development Sector

Job Description:

Mission 1: Ensure the implementation and operationalization of MEAL systems for ACF programs to ensure compliance with donors and ACF MEAL standards

This position is responsible for:

• Ensure  appropriate utilization of the MEAL systems  to guide project start-up, implementation, adjustment, accountability and learning in compliance with ACF’s MEAL Guidelines and Minimum Requirements for MEAL
• Ensure MEAL systems support high-quality data collection, analysis, and visualization aligned with project goals and donor expectations
• Promote the integration of MEAL within program design and implementation
• Ensure MEAL systems support high-quality data collection, analysis, and visualization aligned with project goals and donor expectations.

• Develop projects MEAL plans as per ACF and donors requirements and standards
• Develop monthly workplan for MEAL field team and ensure timely sharing with MEAL technical team
• Support MEAL officer in development of  ToRs and data collection tools for surveys, needs assessments, mid-term and project reviews/evaluations, including sampling and assessment methodologies
• Undertake regular visits to the field to support implementation of MEAL and to identify milestones and challenges where adaptations might be needed

  Mission 2: Ensure data quality and timely reporting of MEAL & IM activities

This position is responsible for:

• Oversee development and management of IM systems, ensuring timely, reliable, and secure data flow across all programs.
• Provide technical leadership on database design, dashboard development, GIS mapping, and data visualization
• Validate the analysis of MEAL data of different projects as needed
• Lead the formulation of Activity Progress Reports (quantitative) and ensure field teams are able to report using the tool
• Support development and revision of internal and external reports, ensuring compliance with donor requirements and that reports reflect an actual representation of field implementation activities and results based on MEAL findings
• Ensure adherence to data protection, confidentiality, and ethical standards.
• Provide feedback to program and operational reporting templates that facilitate the timely and accurate acquisition, aggregation and analysis of information in programs
• Support development of project proposal, in collaboration with technical teams

 Mission 3: Ensure proper implementation of the feedback and complaints response mechanism

This position is responsible for:

• Support the set up of FCRM channels at base level in collaboration with Accountability officer
• Support timely resolution of complaints received from beneficiaries and stakeholders
• Support MEAL staff in FCRM reporting requirements
• Ensure that confidentiality and proper data protection related to beneficiary feedback and complaints are respected
• Support investigation of sensitive complaints, if required by Senior Management Team

 Mission 4: Support capitalization, learning for all projects

This position is responsible for:

• Support project teams to organize and coordinate project mid-term reviews, learning workshops/review of program work plans with program team at field level and other stakeholders
• Review documentation of project activities with clear articulation of lessons learned, case studies and short articles for each project for internal and external sharing.
• Coordinate and share learning related to MEAL practices at base level
• Advise and update the Project Managers on all aspects of MEAL regularly, including findings and recommendations.

 Mission 5: To support proper and adequate resource management: HR, finance and logistics

This position is responsible for:

• Ensure recruitment of MEAL team members and conduct the appraisals of staff under their direct line management, as required by ACF guidelines
• Provide effective and constructive daily supervision of MEAL staff while  strengthening their skills and capacity
• Support program managers in logistical and budget planning of MEAL activities

 Mission 6: To represent the organization at state level and promote ACF’s technical viewpoints, guidelines and methods of work

This position is responsible for:

• To represent ACF at state level and where appropriate, cluster, working groups, workshops and strategic think tanks related to the department.
• To proactively collaborate with national authorities, ACF counterparts and staff, partner agencies, consortia/alliances/partnerships and other relevant external stakeholders

 Mission 7: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

This position is responsible for:

• Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
• Implement all work related activities with a gender, inclusion and child protection lens
• Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability
