Terms of Reference (TORs) – Monitoring & Data Analyst (M&DA)
1. Purpose of the Position
The Monitoring and Data Officer will be responsible for developing, implementing, and maintaining a robust Monitoring & Evaluation (M&E) and data management system that captures progress across all outputs of the D4WEE project. The officer will coordinate with consortium partners to ensure data quality, standardized indicators, and timely submission of reports to UN Women.
2. Key Responsibilities
A. M&E System Design and Planning
- Develop the project’s comprehensive M&E plan in line with UN Women’s results framework reporting requirements.
- Define output and outcome indicators, baselines, targets, and means of verification in consultation with TiE and CfP.
- Design data collection tools (surveys, checklists, digital forms) for training, mentorship, placement, and hub strengthening activities.
- Develop data-quality assurance protocols and monitoring schedules for all three districts.
B. Data Collection, Analysis & Management
- Oversee timely and accurate collection of data from field teams, training partners, and industry linkages.
- Manage and maintain the central database and dashboard for the D4WEE project (beneficiary tracking, training completion, placement records).
- Conduct periodic data validation, spot checks, and field monitoring visits.
- Generate district-wise and partner-wise performance summaries for internal reviews and donor updates.
C. Performance Monitoring & Reporting:
- Consolidate monthly and quarterly progress reports against project log frame indicators.
- Produce visual data summaries, scorecards, and infographics for presentations and learning events.
- Track key output indicators such as training completion, employment placements, mentorship engagement, and digital hub functionality.
- Support preparation of annual narrative and M&E reports for submission to UN Women.
D. Coordination & Capacity Building:
- Serve as the M&E focal point for all three partners (AHKF, TiE, CfP), ensuring harmonized data standards.
- Train district teams and mobilizers on data collection tools and reporting formats.
- Participate in consortium M&E committee meetings and provide technical guidance on indicator tracking.
- Collaborate with external evaluators or third-party monitors when commissioned by UN Women.
E. Learning and Adaptive Management:
- Analyze trends and gaps to inform adaptive program decisions and improvements in training and placement strategies.
- Document lessons learned, success stories, and best practices for knowledge sharing within the consortium.
- Contribute to project reviews, learning workshops, and dissemination events.
3. Required Qualifications & Experience:
- Master’s degree in Monitoring & Evaluation, Economics, Statistics, Social Sciences, Development Studies, or related field.
- Minimum 5 years of experience in M&E and data management for donor-funded projects (preferably with UN agencies or INGOs).
- Strong knowledge of results-based management (RBM) and UN Women/KOICA reporting frameworks.
- Proficiency in Excel, Power BI, or statistical software (Stata/SPSS/R) for data analysis and visualization.
- Experience in digital data collection tools (SurveyCTO, Kobo, Google Forms).
- Strong analytical and report-writing skills with attention to detail and gender-disaggregated analysis.
- Excellent coordination and interpersonal skills to work across partners and teams.
4. Competencies:

5. Duty Station & Travel:
- Based in Islamabad, with frequent travel to Peshawar, Swabi and Mardan.
- Travel within Islamabad for coordination meetings with UN Women and consortium partners.
6. Reporting Line:
- Administrative supervision by Project Manager (AHKF).
- Functional reporting to the Consortium M&E Committee, including TiE and CfP representatives.
- Provides periodic updates to the Program Manager (AHKF) and UN Women M&E Focal Point.
