JSI Research & Training Institute, Inc. (JSI) is a US-based public health consulting firm dedicated to providing high-quality technical and managerial assistance to public health programs throughout the world—and has been operating in Pakistan for 25 years. In Pakistan, JSI is implementing the Integrated Health Systems Strengthening - Service Delivery Activity (IHSS-SD) funded by US Government. The IHSS-SD Activity will improve the health of underserved populations in Sindh using innovative approaches in Global Health Security (GHS), Tuberculosis (TB), and Health Systems Strengthening
The Senior Manager Procurement is a full-time position, based in Islamabad, responsible for managing procurement activities for the above-referenced project and in alignment with JSI organizational policies, donor requirements, and local government regulations. The position ensures efficient, cost-effective, and transparent sourcing of goods and services required for the implementation of the Department of State-funded Health System Strengthening Activity in Pakistan.
Duties and Responsibilities:

Ensure all procurement actions are compliant with JSI policies, USAID and U.S. Department of State applicable regulations.

Prepare procurement plan per the project pre-determined cycle, maintain a procurement tracker and regularly update procurement plan/tracker in coordination with technical and finance teams.

Lead the full procurement cycle for approved work plan activities: from planning, solicitation, evaluation, selection, and award to post-award contract administration.

Conduct market research including lead times, cost estimation, and market availability to prepare for solicitation process.

Prepare RFQs, RFPs, bid analysis summaries, vendor evaluations, purchase orders, and contracts. Coordinate engagement and approvals with HO team per JSI policies & procedures.

Develop and maintain a qualified and diverse vendor database facilitating transparent and competitive selection processes.

Support technical teams in developing accurate procurement specifications and scopes of work.

Monitor supplier performance and contract deliverables to ensure quality and compliance with terms.

Coordinate with finance and operations for contract mechanism and payment terms, internal/external approvals, and delivery processes to ensure internal controls.

Prepare procurement documentation according to JSI standards for internal and external audits. Maintain organized and audit-ready procurement files (both hard and soft copies) in line with organizational and donor requirements.

Provide capacity building to project staff on procurement compliance and procedures.
Qualifications and Experience:

Master’s in Business Administration, Supply Chain Management, or related field.

At least 10 years of relevant experience, including a minimum of 5 years working on international donor preferably US Government funded health projects in Pakistan.

Demonstrated knowledge of U.S. Government procurement policies and regulations.

Experience of working with INGOs or within development sector in related field

Ability to conduct vendor evaluation, manage tendering processes, negotiate contracts and ensure compliance with applicable regulations.

Strong negotiation, communication, and analytical skills.

Proficiency in Microsoft Office and Google suite

Fluency in English (written and spoken); proficiency in report writing and data-based procurement updates for the senior management.

High integrity, strong attention to detail, and ability to handle multiple tasks in a deadline-driven environment.

Proven ability to maintain confidentiality for all company and staff proprietary matters.

Ability to travel frequently in the field
Desirable:
-
Professional Procurement Training Certification.

Experience working in a multi-location project environment with health focus.

Understanding of USG and Pakistani procurement policies, laws and import/export regulations.
