Position Objectives:

  • The WASH Technical Supervisor will oversee the planning, implementation, and monitoring of WASH interventions in IDP camps, schools, and host communities affected by conflict and floods. The role ensures the delivery of high-quality, safe, and sustainable water, sanitation, and hygiene services in alignment with ECHO standards, SPHERE guidelines, and PRCS policies. The Supervisor will work closely with communities, contractors, local authorities, and program teams to strengthen WASH outcomes that support broader Health and MPCA interventions.

Specific Duties, Responsibilities, and Accountabilities:

  • Technical Planning & Implementation

Participate in needs assessments, beneficiary mapping, and village/site identification for WASH interventions in IDP camps, schools, and host communities.

Conduct technical surveys and feasibility assessments for rehabilitation and construction of WASH facilities (latrines, handwashing stations, water supply schemes, etc.).

Develop designs, technical drawings, and Bills of Quantities (BoQs) using AutoCAD/engineering software for WASH infrastructure.

Supervise the rehabilitation and construction of water and sanitation facilities, ensuring compliance with technical specifications, SPHERE standards, and donor requirements.

Ensure integration of WASH activities with Health and MPCA interventions, including hygiene promotion during cash/voucher distributions and health awareness campaigns.

Project & Resource Management

Support the WASH Manager in preparing detailed work plans, procurement requests, and activity budgets.

Manage and monitor the implementation of WASH activities in coordination with the District Administration, PHED, Education Department, and other stakeholders.

Ensure optimal utilization of resources, cost-effectiveness, and accountability at the field level.

Supervise technical staff, contractors, and community volunteers to ensure quality, timeliness, and compliance with agreements.

Monitoring, Reporting & Compliance

Conduct regular site inspections, quality assurance checks, and prepare completion certificates with endorsements from PHED, Education Department, and community committees.

Prepare and submit accurate technical and progress reports (weekly, monthly, and quarterly) to PRCS and ECHO.

Document lessons learned, challenges, and best practices to strengthen accountability and program improvement.

Ensure adherence to PRCS/IFRC and ECHO compliance frameworks, including environmental and safeguarding standards.

Community Engagement & Capacity Building

Conduct hygiene promotion sessions and WASH training for volunteers, school staff, and communities.

Mobilize and engage community-based committees to ensure ownership, sustainability, and maintenance of WASH facilities.

Support community feedback and accountability mechanisms, ensuring local concerns are addressed promptly.

Other Duties

Ensure punctuality, discipline, and adherence to PRCS values and humanitarian principles.

Perform other related tasks assigned by the supervisor in line with emergency response needs.

 

Education

 

Diploma/DAE in Civil Engineering (bachelor’s degree in civil/environmental engineering preferred).



Experience

 
  • Minimum 3–5 years of proven experience in WASH projects in humanitarian or emergency contexts.

  • Demonstrated experience in design, construction, and supervision of water and sanitation infrastructure.

  • Previous work in conflict or flood response settings is strongly preferred.

 

Skills / Knowledge

 
  • Proficiency in AutoCAD and engineering design software.

  • Strong knowledge of SPHERE standards, ECHO guidelines, and emergency WASH responses.

  • Proficiency in Microsoft Office (Word, Excel, PowerPoint).

  • Strong training and facilitation skills for community and school-based WASH programs.

  • Strong problem-solving, organizational, and team coordination abilities.

  • Fluency in Pashto preferred; proficiency in Urdu required; English is an asset.

  • Ability to work under pressure, in remote and challenging environments.

Maximum age limit, up to 40 years.

 

Extensive travelling/travel to field locations as required
