1. Background

CESVI, with the support of the World Food Program (WFP), is implementing a comprehensive project on “Integrated Climate Risk Management for Strengthened Resilience to Climate Change in Shangla Districts of Khyber Pakhtunkhwa Province,” funded by the Green Climate Fund (GCF). Shangla is highly vulnerable to flash floods due to its topography and hydrological conditions. The project aims to develop inclusive, gender-responsive Anticipatory Action (AA) protocols, strengthen Early Warning Systems (EWS), build the capacity of district and sub-national stakeholders, and raise community awareness on preparedness and disaster risk reduction (DRR).

2. Role Purpose

The Community Mobilizers (CMs) will act as key liaisons between the project team and target communities. They will facilitate community engagement in preparedness planning, risk analysis, and resilience-building activities, while ensuring inclusive participation of women, men, youth, and marginalized groups.

3. Key Responsibilities

A. Community Engagement & Mobilization

  • Participate in the selection of villages and conduct village profiling and assessments.
  • Facilitate inclusive community-level risk analysis and preparedness planning.
  • Foster trust, transparency, and open communication between project teams and communities.
  • Organize community meetings and ensure active participation of women, youth, and marginalized groups.

B. Capacity Building & Awareness

  • Deliver digital literacy sessions promoting the use of PDMA KP’s Emergency Alert Mobile App.
  • Conduct awareness sessions in intervention schools on preparedness and disaster risk reduction.
  • Coordinate with Lady Health Workers (LHWs) for dissemination of EWS messages at household and community levels.
  • Support simulation exercises, workshops, and validation events to strengthen local disaster preparedness.

C. Information Sharing & Feedback

  • Facilitate the dissemination of project information and EWS messages in accessible formats.
  • Collect and document community feedback, concerns, and recommendations.
  • Ensure timely communication of feedback to the project team for adaptive programming.

D. Monitoring & Reporting

  • Support implementation, monitoring, and follow-up of project activities at the community level.
  • Maintain proper records of meetings, trainings, and awareness sessions.
  • Provide regular progress updates and highlight challenges requiring attention.

4. Required Qualifications and Competencies

Education

A Bachelor’s degree in Disaster Risk Management, Environmental Sciences, Development Studies, or Social Sciences.

 

Experience

  • Minimum 2–3 years of relevant experience in community mobilization, DRR, climate change, or humanitarian projects
  • Hands-on experience in community mobilization, conducting community-based assessments, risk analysis, and awareness campaigns.
  • Experience working in Khyber Pakhtunkhwa, particularly Shangla or similar hazard-prone contexts, is highly desirable.

Skills and Competencies

  • Strong facilitation and communication skills with proven ability to engage diverse communities.
  • Strong facilitation and training skills at both community and institutional levels.
  • Good understanding of participatory approaches, gender mainstreaming, and disability inclusion.
  • Strong coordination and relationship-building skills with government and communities.
  • Excellent documentation and data collection skills.
  • Ability to work independently and collaboratively in remote and challenging environments
  • Proficiency in Pashto and Urdu required; knowledge of local areas is desirable.

6. Duty Station and Travel

  • Based in Shangla district, with regular travel to Union Councils, schools, and villages for field activities.
  • Occasional travel to Peshawar and Islamabad for training and coordination purposes.
