In partnership with the United Nations Population Fund (UNFPA), Pathfinder International is advocating, coordinating, and providing technical support to relevant ministries, provincial departments, and stakeholders across Sindh Province to address gender-based violence (GBV), with a particular focus on domestic violence.

 As part of this collaboration, Pathfinder is assisting UNFPA under the AAWAZ II Programme, funded by the Foreign, Commonwealth & Development Office (FCDO), in conducting a study titled Barriers to Access & Uptake of Public Sector GBV Services by Women Survivors of Violence in Sindh.The study aims to generate evidence, support policy advocacy, and strengthen institutions for a multi-sectoral approach to preventing and responding to GBV and harmful practices such as child marriage.

 In this context, Pathfinder is seeking experienced and skilled enumerators/data collectors from Karachi, Hyderabad, Umerkot, Jacobabad, and Shaheed Benazir Abad to conduct data collection across these districts. Enumerators will report directly to the Research Associate and Senior Technical Expert.

Description of Research Assignment

Despite numerous initiatives, data on gender-based violence in Pakistan remains limited and inconsistent. This lack of robust evidence hampers effective policymaking and programming for GBV prevention and response. Contributing factors include weak coordination among service providers, unclear departmental roles, insufficient survivor-centred processes, limited institutional capacity, and inadequate governance and operational structures, all of which limit survivors’ access to essential services. On the demand side, barriers such as the normalization of domestic violence, restrictive societal norms, limited awareness of laws and services, financial dependence, and mobility restrictions further prevent women and girls from seeking support. Even when survivors attempt to access services, they often face additional obstacles, highlighting the urgent need to identify and address both systemic and social barriers. To this end, in collaboration with government stakeholders, a comprehensive study is being undertaken that adopts a survivor-centred approach to identify both supply-side and demand-side barriers, intending to improve the accessibility and effectiveness of public-sector GBV services.

The Enumerators/Data collectors will conduct in-depth interviews and Focus Group Discussions (FGDs) with women survivors of GBV and community members, as well as Key Informant Interviews (KIIs) with relevant stakeholders and government departments. Enumerators will attend orientation and training sessions on data collection methods, tools, and ethical standards, and actively participate in regular debriefing meetings during the data collection period. They will collaborate closely with the Researcher Associate to recruit participants and organize FGDs and interviews within communities and among stakeholders, following up to confirm availability for KIIs. Enumerators are expected to accurately record responses, maintain data integrity, and report field observations, challenges, and reflections daily to the Research Team. They will transcribe collected data, participate in analysis workshops, and support data coding efforts. Throughout data collection, enumerators must adhere to the guidelines provided to ensure accuracy and completeness, uphold ethical standards and confidentiality, support data quality assurance by verifying and validating data, and comply with all project protocols. Additionally, they will strictly follow the data collection timeline and promptly report any issues or challenges encountered to the Research Team. Enumerators may also be assigned other relevant tasks by the Research Team as needed.

Enumerator’s Core Deliverables

Pathfinder Pakistan office is looking for experienced and skilled enumerators/data collectors from Karachi, Hyderabad, Umerkot, Jacobabad, and Shaheed Benazir Abad (districts subject to change based on feedback from technical advisory group meeting) to conduct data collection across these districts and to undertake the following tasks:

  1. Conduct in-depth interviews and two Focus Group Discussions (FGDs) with women survivors of GBV and community members.
  2. Conduct Key Informant Interviews (KIIs) with relevant stakeholders and government departments.
  3. Attend orientation and training sessions on data collection methods, tools, and ethical standards.
  4. Participate in all the de-briefing meetings regularly during the data collection and consultancy period.
  5. Collaborate closely with the Researcher Associate to recruit participants and organize Focus Group Discussions and in-depth interviews within the community and stakeholders.
  6. Follow up with relevant stakeholders to confirm their availability for Key Informant Interviews, in close coordination with the Researcher.
  7. Accurately record responses and ensure data is captured promptly, maintaining data integrity.
  8. Record and report field observations, challenges, and reflections in writing to the Research Team daily.
  9. Transcribe the data collected and participate in the analysis workshop, support coding of the data, etc.
  10. Collect all qualitative data following the provided guidelines, ensuring accuracy and completeness as outlined in the Training Guide.
  11. Adhere to ethical standards and ensure the confidentiality of all participants, particularly regarding sensitive information.
  12. Support data quality assurance processes by verifying and validating data as required.
  13. Ensure compliance with all project guidelines and protocols related to data collection and participant engagement.
  14. Maintain the confidentiality of all collected data and adhere to data protection regulations.
  15. Strictly adhere to the data collection timeline, ensuring all data is gathered within the timeframe provided by the Research Team.
  16. Report any issues, concerns, or challenges encountered during the data collection process to the Research Team.
  17. Any other task assigned by the Research Team relevant to the Data Collection.

The timeline of this assignment will be concluded three months from the signing of the contract.

Desired Qualifications

The enumerator is expected to have access to the necessary resources to effectively carry out the assignment, including a personal laptop or computer, a voice recorder, an Android phone, a listening device, and other tools required for transcription and data handling. The ideal candidate will possess the following qualifications and competencies:

  • A minimum of an intermediate degree. However, preference will be given to bachelor’s degree holders.
  • Professional working experience of at least 1-2 years in data collection, conducting interviews, and moderating focus group discussions.
  • Proven experience in transcription of project-related data.
  • Understanding of reporting tools and audio recording tools is desirable.
  • Proven experience in translating the language of the data into English where required.
  • Excellent listening and typing skills, with keen attention to detail.
  • Fluency in spoken and written Sindhi, Urdu, and English with strong formal communication skills in all languages.
  • Willingness to travel when required.
