Position Summary:

JSI Research & Training Institute, Inc. (JSI) is a U.S.-based public health consulting firm dedicated to improving the health of individuals and communities throughout the world. JSI has been supporting health programs in Pakistan for the past 25 years.

In Pakistan, JSI is implementing the USG-funded Tuberculosis Implementation Framework Agreement (TIFA), which contributes to national and global TB targets through Technical Commitment Grants (TCGs). TIFA is a component of USG Global Accelerator to End TB and is implemented by JSI.

The Provincial Program Manager - TIFA will serve as the key liaison between TIFA headquarters, the Provincial TB Control Program (CDC/PTP), USG State Department Pakistan, and other stakeholders. The Provincial Program Manager will be responsible for overseeing the coordination, implementation, monitoring, and reporting of TCGs in Sindh. This role requires frequent travel to districts and regional sites to support TB grant implementation.

Key Responsibilities:

  • Serve as the primary liaison among TIFA, USG State Department, CDC / provincial TB Control program, civil society partners, and other stakeholders.
  • Participate in on boarding activities led by TIFA HQ, including orientation to the grant co-design and implementation processes.
  • Prepare and conduct pre-award assessments in province as requested by the USG State Department.
  • Coordinate and support the TCG development process in collaboration with USG State Department, TIFA, and CDC/PTP.
  • Support CDC/PTP in the effective and timely implementation of TCGs and submission of milestone-based deliverables.
  • Facilitate or provide targeted technical support to CDC/PTP and other stakeholders in implementation of JPRM, Provincial Strategic Plan implementation, and advocates for stock outs as needed.
  • Organize and participate in regular (at least weekly) check-ins with CDC/PTP.
  • Facilitate or provide targeted technical and logistic support to CDC/PTP and other stakeholders in operationalization of Provincial Technical Support Unit (TSU), as needed.
  • Participate in all USG State Department /Pakistan calls and meetings to monitor progress, address challenges, and plan next steps. Share minutes with TIFA HQ.
  • Conduct regular (at least weekly) coordination calls with TIFA HQ’s Senior Technical Manager to track implementation and troubleshoot issues.
  • Contribute to quarterly and annual reports, incorporating feedback from TIFA HQ and USG State Department.
  • Review and validate milestone deliverables, ensuring technical quality and alignment with grant objectives.
  • Contribute to project communications, including the drafting of success stories and documentation of best practices.
  • Complete environmental compliance monitoring checklists as required for TIFA-supported activities.
  • Perform other duties as assigned.

Required qualifications and experience:

  • MD, MBBS with Master’s Degree in public health, social sciences, or related field
  • At least 10 years’ senior level management experience in the design and implementation of health programs.
  • Experience working with international organizations in the field of public health required,
  • Experience of working with governmental institutions, (MoNHSR&C, provincial DOH Sindh, and TB program). 
  • Exceptional communication skills in written and spoken English required.
  • Relevant experience of working in Sindh strongly desired.
  • Good computer skills, MS Office and related softwares for data utilization
  • Demonstrated communications experience including report writing, communication and presentation skills and;
  • Willingness to travel project focused districts and participate in calls or meetings.
