Position

Monitoring & Evaluation Manager

 

The Monitoring & Evaluation (M&E) Manager is a full-time position responsible for strengthening monitoring, evaluation, and learning practices across PILDAT programmes and projects. The position supports organizational systems for tracking progress, results, and learning, with particular responsibility for ensuring compliance with donor requirements, including for EU-funded projects. The key responsibilities will include:

  • Develop, implement, and update M&E frameworks, indicators, and tools in line with approved project designs, logframes, and donor requirements.
  • Maintain centralised monitoring systems, including data repositories and Means of Verification.
  • Track project progress against outputs and outcomes, consolidating information from programme teams, partners, and grantees.
  • Review and support preparation of donor reports, ensuring quality, accuracy, and compliance.
  • Coordinate baseline, endline, and other evaluations, including supporting external consultants.
  • Synthesize evaluation and monitoring findings into learning notes, case studies, and periodic summaries to inform programme improvement and planning.
  • Provide technical guidance to teams and partners on M&E tools, reporting, and compliance.
  • Ensure data is disaggregated (e.g. by gender, age, location) and supports inclusive, evidence-based analysis.

Qualifications & Experience

·        Master’s degree in public policy, development studies, social sciences, economics, statistics, international relations, or another relevant discipline is preferred.

·        3-5 years of relevant professional experience, including at least 2 years in monitoring and evaluation roles.

·        Experience working on donor-funded projects (such as EU, UN, USAID, FCDO) and familiarity with results-based management and logframe-based reporting.

·        Experience with both qualitative and quantitative data collection and analysis.

·        Experience coordinating surveys will be an advantage.

Skills & Competencies

  • Strong analytical and reporting skills.
  • Proficiency in MS Word, Excel, PowerPoint, and other standard office applications; familiarity with statistical software (SPSS, STATA, etc.) is an asset.
  • Ability to manage documentation and digital data systems.
  • Strong written and spoken communication skills.
  • Ability to work collaboratively with teams and manage multiple assignments.
