Action For Humanity (AFH), an international NGO operating in Pakistan since April 2023, invites quotations from registered firms and suppliers for its Qurbani Project 2026. The required services include the supply of large animals (cows and bulls), slaughtering, meat cutting, and related services as outlined below, along with the hygienic packaging of the meat. The packaged meat will be distributed to beneficiaries in the targeted areas, including District Multan and Bahawalpur, South Punjab.

Location of Services: District Multan and Bahawalpur, South Punjab.
2. Scope of Work
We are inviting quotations from qualified vendors for the provision of Qurbani animals for 2026, including the slaughter, cutting, and hygienic packing of meat from large animals (cows and bulls), and related services for distribution of meat to beneficiaries in the designated area of District Multan and Bahawalpur, South Punjab.
3. Animal Specifications
• Large Animals (Cows / Bulls):
o Type: Local breed cows and bulls
o Minimum Live Weight: 200-220 kg per animal (Cow or Bulls)
o Minimum Net Meat Weight 90-100 kg per animal after excluding (head, feet, Skin and other wastage).
o Minimum age 2.5 years (with permanent teeth)
o Active, disease-free, no physical defects
o Must meet Islamic slaughter requirements

Note: When quoting rates, please ensure that all applicable government taxes, as well as costs related to transportation, fodder, shelter, and water for the animals at the slaughtering sites, are fully included in the offer package.
Estimated Total Quantity: Approximately 30 to 50 live animals (bulls and cows) to be slaughtered.
Note: The final quantity may increase or decrease by up to 10%, based on program requirements.
5. Islamic Compliance Requirements
• All slaughtering must strictly comply with the following:
- Performed by an adult Muslim male
- “Bismillah, Allahu Akbar” to be recited before every slaughter
- Animals must be halal, healthy, and free from any defects / disease.
- Pregnant cows are not allowed under this RFQ.
6. General Terms and Conditions
1. Vendor Eligibility: Must be a registered firm with valid NTN and preferably having past experience.
2. Animal Inspection: Animals will be inspected by the organization’s field team along with community volunteers and staff from relevant line department (Livestock) as per their availability.
3. Delivery Timeline: All animals must be delivered one day before Eid-ul-Azha at the designated slaughter points. (The list of locations will be provided at the time of contract signing).
4. 4. Payment Terms:
50% advance payment will be made at the time of signing of contract, and the remaining 50% will be paid within 10 working days after successful delivery and accomplishment of assigned task by the AFH.
5. All Payment will be made to vendor’s banks account or through cross cheque. 6. Hygiene and Waste Disposal Requirements:
To maintain top hygiene standards, the selected vendor must ensure proper disposal of all waste at the slaughtering site. Community volunteers will assist with digging pits for waste disposal.
All slaughtering, cutting, and packing staff must wear face masks, disposable gloves, and disposable caps throughout the process to ensure high-quality hygiene. Action for Humanity will provide the caps, masks, and gloves.
7. Health Certifications must be required from relevant line department at the time of selection of animal.
8. ACTION FOR HUMANITY PAKISTAN will deduct all kinds of taxes according to Government rules and Regulations.
9. Late Delivery Penalty: Late delivery not allowed in this project keeping in view the nature of project.
10. Disqualification Clause: Non-compliance will result in disqualification.
11. RFQ rates must be valid for 3rd day of (Eid-ul-Azha).
12. Preference will be given to bidders having relevant past work experience. 13. Procurement committee reserves the right to cancel/reject any or all offers without assigning any reason and it can’t be challenged in any court of law.

• Quotation on official letterhead with date, signed and stamped.
• Bank Details including name of bank, account title, account number and IBAN required for payment transfer.
• Valid Contact Details:
Vendors must provide accurate and up-to-date contact information, including phone numbers and email addresses, to ensure smooth communication throughout the RFQ process and subsequent dealings.
